The Lübeck Disposal Services (EBL) operate a facility for mechanical-biological treatment (MBA) of residual waste and co-processing of organic waste at the Niemark landfill site, as well as a biomass plant (BMW) for the treatment of green waste and residues (in particular, digestate) from organic waste treatment. A decentralized hydrogen production facility will be integrated into this overall facility. The subject of this tender is the engineering services required for this project for the construction of a decentralized hydrogen production plant (electrolyzer) in Lübeck.

European-wide Tender (Negotiation Procedure) for Engineering Services for the Construction of a Decentralized Hydrogen Production Plant (Electrolyzer) in Lübeck for the Lübeck Disposal Services.
As part of the H2ANSE project, a decentralized hydrogen production facility is to be constructed on the premises of the EBL. In this context, various planning and engineering services are to be provided. The aim of this tender procedure is to identify and contract a qualified specialist planner for the provision of these services. For the generation of hydrogen, the installation of a PEM electrolyzer with a stack power of 1 MW on the premises of the Lübeck disposal services is planned. The facility will be complemented by a compressor and trailer filling station. The provision of electrical energy for the operation of the electrolyzer will come from an already designed PV system with a peak power of approximately 7 MWp, which is to be installed and operated by the EBL on the southern slope of the neighboring Niemark landfill. The subject of this tender includes all required engineering services for the construction of the hydrogen production facility. A general planner or lead engineer model with overall coordination responsibility is envisaged. The contractor (= technical advisor) is responsible for the interdisciplinary coordination of all technical disciplines. The interfaces to authorities and funding agencies will be handled by the EBL. The support in all approval processes and the reporting required by the funding agency will also be provided by the technical advisor. The engineering services are analogous to the HOAI service phases 1-8.
