Description:
Sale and delivery of brand new, unused computer equipment, including monitors, laptops, stationary computer sets, multifunctional devices, and servers for various departments of the University of Rzeszów, with specific warranty requirements and conditions for participation.

1. The subject of the order is the sale and delivery of brand new, unused computer equipment for the organizational units of the University of Rzeszów. The order has been divided into 6 parts (6 tasks):
2. The detailed description and method of order execution is included in the description of the subject of the order (OPZ), which constitutes Annex No. 3 to the SWZ.
3. Contractors who meet the conditions regarding:
1) the ability to operate in economic turnover:
The contracting authority does not impose a condition in this regard.
2) the right to carry out specific business or professional activities, provided that it follows from separate regulations:
The contracting authority does not impose a condition in this regard.
3) economic or financial situation:
The contracting authority does not impose a condition in this regard.
4) technical or professional ability:
The contracting authority does not impose a condition in this regard.
4. To the offer (Completed and signed by the Contractor Offer Form - Annex No. 1 to the SWZ), the Contractor is obliged to attach the following annexes:
1) A completed and signed Price Form by the Contractor, which constitutes Annex No. 1 to the Offer Form.
2) A current statement as of the date of submitting offers that they are not subject to exclusion and meet the conditions for participation in the procedure. The statement is submitted by the Contractor in the form of a Single European Document (JEDZ / ESPD), which constitutes Annex No. 2 to the Implementing Regulation of the Commission (EU) 2016/7 of January 5, 2016, establishing the standard form of the Single European Document. The information contained in the ESPD constitutes preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the procedure.
The contracting authority informs that the instruction for completing the ESPD and the editable version of the ESPD form can be found at: https://www.uzp.gov.pl/e-uslugi/jedz; https://www.uzp.gov.pl/baza-wiedzy/prawo-zamowien-publicznych-regulacje/prawo-krajowe/jednolity-europejski-dokument-zamowienia. The template “JEDZ” constitutes Annex No. 2 to the SWZ.
In case of joint bidding for the contract by Contractors, the declaration on the form of the single document is submitted by each of the Contractors jointly applying for the contract. This statement is to confirm the absence of exclusion grounds as specified in this SWZ. Each participant of the Consortium must submit their own Single European Documents.
In the case of a Contractor relying on the capabilities of other entities, the Contractor must also submit a JEDZ concerning each of these entities confirming the absence of exclusion grounds and confirming compliance with the conditions for participation in the procedure, to the extent to which they refer to their resources, signed by persons entitled to represent the given entity.
In Part IV of the JEDZ, the contracting authority only requires a general statement concerning all qualification criteria (section α), without filling in individual Sections A, B, C, and D;
Part V (Limiting the number of eligible candidates) should be left unfilled.
3) Statement by the Contractor/Contractors jointly applying for the contract concerning the grounds for exclusion under Article 5k of Regulation 833/2014 and Article 7 (1) of the Act on special solutions for preventing supporting aggression against Ukraine and serving the protection of national security, submitted based on Article 125 (1) of the Pzp Act; the template constitutes Annex No. 6 to the SWZ.
4) A prepared (made by the Contractor) and signed description of the offered assortment, containing the name of the manufacturer, model, technical parameters, possibly illustrative photos. The description of the subject of the order proposed by the Contractor is not subject to supplementation since it constitutes the content of the offer by specifying the characteristics hidden under the stated name of the particular assortment/device offered by the Contractor. Considering that providing only the model or catalog number of the assortment/device does not always allow its identification, the contracting authority requires not only the name characterizing the device but also the actual technical parameters of the offered assortment/device. The description serves as evidence submitted by the Contractor with the offer (Art.107 sec.1 p.z.p.)
Note: Failure to submit the description of the offered subject of the order along with the offer will result in rejection of the offer.
5) Power of attorney to sign the offer (if applicable).
6) Commitment from another entity and statement in the form of the Single European Document (ESPD), as mentioned in Chapter X (if applicable).

In case of delivering software recorded on carriers, each such carrier must be physically new, have an activation code along with an activation instruction (originally packed, secured with tape, without signs of opening and use).
Warranty requirements: The Contractor is obliged to provide a warranty for the subject of the order for no less than: 24 months warranty for each device.
According to Article 257 of the Pzp Act, the contracting authority foresees the possibility of canceling this procedure if the public funds that the contracting authority intended to allocate for financing all or part of the order have not been granted to it.

b) the proposed software must be free from defects, and its technical-functional parameters must not be lower than those presented in the detailed description of the subject of the order constituting Annex No. 3 to the SWZ.
In case of delivering software recorded on carriers, each such carrier must be physically new, have an activation code along with an activation instruction (originally packed, secured with tape, without signs of opening and use).
