The district of Lüchow-Dannenberg (hereinafter referred to as the district), in cooperation with the municipalities of Damnatz and Zernien, the city of Hitzacker (Elbe), the collective municipality of Gartow with the involvement of the municipalities of Flecken Gartow, Gorleben, Höhbeck, Prezelle, and the city of Schnackenburg, as well as the collective municipality of Lüchow with the involvement of the municipalities of Flecken Bergen an der Dumme, Flecken Clenze, Küsten, Lemgow, the city of Lüchow (Wendland), Luckau (Wendland), Schnega, Trebel, Waddeweitz, Woltersdorf, and the city of Wustrow (Wendland) (hereinafter referred to as member municipalities) aims to expand the electric vehicle charging infrastructure in public road spaces as well as on publicly accessible areas owned by the district or the member municipalities (hereinafter referred to as publicly accessible municipal areas). The construction of charging infrastructure on non-publicly accessible municipal areas is only planned on an exceptional basis.
The tender is part of a model project of the Lower Saxony State Authority for Road Construction and Transportation (hereinafter NLStBV), in which the district is one of two model regions in Lower Saxony. For this purpose, the member municipalities of the collective municipalities have been delegated the task of promoting the establishment and operation of public charging infrastructure for motorized individual traffic to the district.
The district intends to grant the operator, through a public tender, a fundamentally exclusive general right to the new construction and operation of charging facilities in public road spaces and on the publicly accessible municipal areas. The tender was preceded by the creation of a concept that particularly identifies the minimum required number of charging power and possible locations.
The concession will be awarded in a single lot.
The tender will be conducted in the form of a negotiation procedure with a competitive bidding process in accordance with § 12 KonzVgV in conjunction with §§ 14 Abs. 3, 17 VgV.
