The project involves the design and construction of upgrades to the Municipal Wastewater Treatment Plant in Ostrowiec Świętokrzyski, focusing on enhancing safety and reliability in wastewater management, including extensive modernization works and the establishment of a facility for converting sewage sludge into a soil improver.

The subject of this procedure is the implementation under the "design and build" system of the contract entitled: "Increasing the safety and reliability of wastewater reception and treatment for the Ostrowiec Świętokrzyski agglomeration through the modernization of the Municipal Wastewater Treatment Plant in Ostrowiec Świętokrzyski – Stage I." The investment includes the preparation of complete design documentation, obtaining required decisions, agreements and permits, execution of construction, technological, sanitary, road, electrical and instrumentation and control (AKPiA) works, delivery and installation of equipment, systems integration, commissioning and trial operation, personnel training, as well as preparation of as-built, operational, formal-legal and settlement documentation. The scope of the contract particularly encompasses the modernization of the coarse screen building, raw sewage pumping stations of the first and second degree, fine screen building, horizontal grit chambers, thickened sludge pumping station, switching chamber K2, PIX dosing station, blower station, pipe gallery, sludge thickening and dewatering station, lime silo, sludge landfill – Object 49, medium voltage switchgear building, administrative and social building, external lighting, switchboards, power and control cabinets, digital communication network, as well as the SCADA and AKPiA visualization system. The contract also includes the construction of Object 50, i.e., a complete installation for converting municipal sewage sludge into a soil improver, along with a technological building, sludge and lime transport and dosing devices, hygienization reactor and agglomeration, biofilter, electrical and control installations, access road, site preparation, and removal of soil from the existing lagoon or embankment. The contractor will be obliged to conduct at their own expense the complete research, technological, documentation, and formal-legal procedure, resulting in obtaining a final product that can be legally used as a soil improver, not possessing waste status and not classified as waste under code 19 08 05. Within Object 49, the contractor shall perform technical, structural, fire safety, environmental, and operational assessments of the existing sludge landfill and its roofing. If it is found that the existing structure does not meet current requirements, the contractor, within the contractual remuneration, shall carry out all necessary design and construction works, including repair, modernization, reconstruction, strengthening, partial or complete demolition of existing elements, and their restoration or construction of a new object. The result of these works must be to maintain or create a complete, roofed shed or another equivalent structure intended for the safe storage of sludge or the final product, meeting all applicable regulations, construction standards, fire safety requirements, occupational health and safety, environmental protection, and the contracting authority’s operational requirements. It is not acceptable to complete the contract without ensuring a functioning, roofed storage place for sludge or the final product. The treatment plant is an active facility and must maintain uninterrupted capability to receive and treat wastewater, as well as conduct sludge management throughout the contract execution period. The contractor is obliged to design, organize, and conduct works in a way ensuring continuity of technological processes, including the use of necessary work staging, technological bypasses, temporary pipelines, substitute pumping stations, reserve power and control systems, and agreed switches. Throughout the modernization works, the treatment plant must comply with all requirements, conditions, and parameters specified in the applicable water permit, especially regarding the quantity and quality of discharged treated wastewater. It is unacceptable to degrade the quality of treated wastewater, reduce wastewater reception capacity, or cause exceedances of water permit parameters due to contractor actions or omissions. The contractor is responsible for effects of technological process disruptions caused by reasons attributable to them. The contractor is responsible for completeness, compliance, and mutual compatibility of all designed and implemented solutions, achievement of required technological parameters, integration of equipment with the SCADA/AKPiA system, conducting required tests, trials, and measurements, mechanical, electrical, hydraulic, AKPiA, and technological commissioning, and handing over to the contracting authority the complete documentation, licenses, configurations, controller programs, backup copies, and manuals. Detailed scope and requirements are specified in the Functional and Utility Program (PFU), which is the governing document relative to this description. The scope of this contract constitutes separated parts of the entire attached PFU.
