Assignment Title:  Consulting Services in Design, Project Management, and Contract Supervision for Battery Energy Storage System (BESS) at Jwaneng and Mmadinare sites

The Government of Botswana (Botswana Power Corporation) has received financing from the World Bank toward the cost of the Botswana Renewable Energy Support and Access Accelerator and intends to apply part of the proceeds for this consulting services.  



The consulting services (“the Services”) is to provide project procurement and Design Supply and Installation contract management services to Botswana Power Corporation (BPC) as “Employer’s Representative” throughout the full Project execution in three Stages. The assignment will be for a period of thirty-six (36) months including eighteen (18) months for the DSI Contractor’s BESS construction period; and twenty-four (24) months for the 2-year Defects Notification Period

The Botswana Power Corporation now invites eligible Consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Selection criteria are:



 Specific experience and working knowledge of consultancy services for Battery Energy Storage Project are essential. The service provider must be familiar with latest BESS technology. The following are criteria for the appropriateness and suitability of a firm for this assignment shortlisting:




  1. The firm’s main area of business should be relevant to the assignment, with demonstrated experience in similar work (BESS) over several years.

  2. The firm needs to have a proven track record acting as Owner`s Engineer/ Lender`s Engineer/ Project Management Unit for similar large capacity BESS/ RE/ Hybrid projects globally.

  3. Experiences in successful completion of at least two (2) similar nature and complexity assignments and having different countries’ experiences.

  4. The number and diversity of qualified professionals under the applicant firm’s command, certified quality management systems (e.g., ISO 9001 or equivalent), and relevant corporate accreditations (e.g., ISO 14001 for environmental management, ISO 45001 for occupational health and safety, or industry-specific certifications for renewable energy projects are added advantages for suitability and shortlisting.

  5. Successful delivery of similar assignments and experience of working with MDBs/ Bilateral DFIs like World Bank Group, ADB, AfDB, KfW, GIZ, EBRD, EIB would be considered an added advantage.



Key-experts’ CV will not be evaluated at this stage. As this is shortlisting stage, applicant firm’s corporate capabilities and experiences are to be assessed for suitability. No proposal is requested at this stage.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.



Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
