The contract aims at the following components and activities:
- Site organization
- Constructions and installations
- Installation of technological machinery, technological and functional equipment
- Machinery, technological and functional equipment requiring installation
- Training of operational personnel
- Technological trials and tests.
The works consist of creating a high-efficiency cogeneration capacity for producing electrical and thermal energy from biomass, with an installed power of 2.6 MWh thermal and 0.5 MWh electric, in the Telciu commune.
Through the investment project, the construction of a biomass cogeneration plant, district heating network, medium voltage electricity network connection in Telciu commune, Bistrița-Năsăud county is proposed. This investment will allow the local public authority to reduce its costs with thermal and electrical energy consumed at the level of public buildings under its administration by producing energy in a biomass cogeneration plant while simultaneously reducing greenhouse gas emissions. In the case of the proposed investment, the biofuel used for the energy production plant will be exclusively biomass of plant origin, understood as all materials produced through the photosynthesis process of chlorophyll, using solar energy, water, and various nutrients. Unlike the current situation, where firewood is used for heating public buildings, which must have certain qualities, in the case of project implementation, all residues, branches, degraded wood, wood from parquet clean-up, etc., can be energetically valorized. The project includes the construction of the necessary spaces for the cogeneration plant, fuel (biomass) storage, thermal energy distribution network, connection to the electricity distribution network, and other annexes necessary for the operation of the investment. Additionally, the project will acquire machinery/machines/equipment/specific installations for the process of energy production in cogeneration, of the latest generation, thus respecting the principles regarding sustainable development. The proposed investment has an innovative character that materializes through process innovation and the use of modern technologies for energy production in biomass cogeneration. This will allow the local public authority to increase the level of comfort and safety in the public buildings under its administration.
The operation and maintenance of the investment will be carried out by its own trained and specialized staff in the use of machines/equipment/networks that constitute the investment. The created infrastructure will be utilized to ensure the thermal energy needs for the buildings under the administration of UAT Telciu and will operate approximately 2000 hours/year. The installation has functional elasticity to adapt to seasonal use (easy start-up without special energy costs).
