This procedure aims at the execution of works for the investment project "UPGRADE OF LOCAL PUBLIC TRANSPORT (REHABILITATED/UPGRADED ROAD INFRASTRUCTURE, MODERNIZED PASSENGER TRANSPORT STATIONS - BUSES AND TAXIS, ITS)" CODE SMIS 341049. The specific objectives of the contract are:
1. Execution of modernization works on the road system (carriageway, sidewalks, shoulders) for the 19 identified streets in the technical project.
2. Ensuring water drainage by constructing rainwater drainage systems, road ditches, retaining ditches, and culverts (tubular and box).
3. Increasing road safety by setting up two roundabouts (Moldovei St. - Stadionului St. - Grădiniței St. and the Kaufland/RAGCL area) and a retaining wall for stabilizing the road body (Găștești St., L=100m).
4. Implementing the ITS/V2X component: • Supply and installation of 60 "smart" bus stations (equipped with photovoltaic panels, LED lighting, passenger information panels); • Public transport prioritization systems at traffic light intersections (OBU units on buses and RSUs in the infrastructure).
Notes:
*) The number of days until which clarifications can be requested before the deadline for submitting offers: 20 days. The contracting authority will respond clearly and fully to all requests for clarifications on the 14th day before the deadline for offer submission.
**) There are no limitations between chapters or subchapters of expenses, as bidders have the right and obligation to foresee all costs resulting from the bills of quantities and from their offer. For chapter 5.1, each bidder has, on the one hand, the freedom and, on the other hand, the obligation to propose their own costs based on their organization and the requirements of the Award Documentation.
***) Bidders are allowed to use their own transport distances for material resources from suppliers to the work site. In the technical proposal, bidders must indicate the main suppliers as well as the transport distance from them.
****) When preparing the offer, the provisions of Order No. 1568/2002 for the approval of the technical regulation "Guide for the preparation of estimates at the level of categories of works and construction objects for investments made from public funds", indicative P 91/1-02, are applicable, whereby the norms in the bill articles are indicative "Bidders have complete freedom to foresee their own consumption and execution technologies in their offers, complying with the quantitative and qualitative requirements set out in the technical project, in the Specification and in other legal norms in force regulating the execution of the works" – cf. Art. 2.2.2

This procedure aims at the execution of works for the investment project "UPGRADE OF LOCAL PUBLIC TRANSPORT (REHABILITATED/UPGRADED ROAD INFRASTRUCTURE, MODERNIZED PASSENGER TRANSPORT STATIONS - BUSES AND TAXIS, ITS)" CODE SMIS 341049. According to Technical Project No. 63/2024 drawn up by S.C. ROAD ENGINEERING PROJECT S.R.L., the technical solution foresees:
A. Road structure (Flexible system): Sizing according to Norm PD 177/2001, adapted to traffic class, generally composed of:
• Earth and foundation layer from ballast;
• Base layer from crushed stone or asphalt mixture (AB 22.4);
• Binder layer type BAD 22.4;
• Wearing course from asphalt concrete (BA 16) or stabilized asphalt mixture (MAS 16) for intense traffic areas/roundabouts. Sidewalks will be made from interlocking paving blocks mounted on sand bed and ballast foundation.
B. ITS Component and Installations:
• Intelligent traffic lights with inductive loops and adaptive control systems;
• V2X (Vehicle-to-Everything) systems for communication between buses and traffic light infrastructure to grant priority (Green Light Priority);
• Bus stations: Metal structure, secured glass enclosures, energy-independent equipment (PV).
The estimated value of the procedure is 33,103,780.60 lei excluding VAT and is made up of the summation of the following values from the General Estimate:
4.1 Construction and installations = 30,617,265.43
4.2 Installation of technological equipment = 343,364.00
4.3 Technological and functional equipment with installation = 1,826,386.00
5.1 SITE ORGANIZATION = 316,765.17
The works will be executed in accordance with the Technical Project prepared and approved according to the law, adding the obligations arising from the Specification of this procedure.
