The subject of the tender is the conclusion of a framework agreement for the provision of specialist advice for an Identity and Access Management project of the Stadtwerke Bielefeld group. The goal of the project is the further development of IAM processes, the design of role and permission models, as well as the introduction of a central technical IAM solution. Consulting service for specialist advice within the framework of an Identity and Access Management (IAM) project for Stadtwerke Bielefeld (SWB).
Stadtwerke Bielefeld operates a heterogeneous IT landscape with a variety of applications and systems. The management of user identities and access rights currently takes place partially decentralized and system-related. To improve the control of identities and permissions, a central structure for managing digital identities is being built as part of an IAM project.
The goal of the IAM project is the introduction of a central IAM service for managing digital identities as well as the structured and role-based assignment of permissions on applications and systems. For this purpose, an IAM governance structure is to be established and a technical IAM solution introduced and rolled out.
Specifically, this means the further development of IAM processes, the design of a role and permission model, the introduction of a central IAM solution including integration of applications (from Q3 2027), and the preparation of organizational structures for the future operation of the IAM service. The project is led by an external project management in close cooperation with the IP division of Stadtwerke Bielefeld.
During the project, the achievement of the following milestones is generally planned:
• Development and coordination of an IAM governance structure
• Development of a role-rights structure for SWB
• Introduction of a technical IAM solution including the execution of a pilot
• Successive rollout of the technical IAM solution to all of SWB
The subject of the tender is the provision of external specialist advice to support the IAM project of Stadtwerke Bielefeld.
The consulting service includes support during the implementation phase of the IAM project through two roles.
1. IAM management consulting
2. IAM process consulting
One person is planned for each role.
The IAM management consulting supports the IP division with organizational and strategic issues related to the introduction of the IAM service.
Core tasks of IAM management consulting are:
• Support in the organizational classification of IAM within the IT organization
• Further development of governance structures in the IAM environment
• Support in defining and assigning roles and responsibilities
• Assessment of organizational impacts of IAM structures and processes
• Support in integrating IAM into existing security and governance structures
• Preparation of decision-making bases for management and project control
• Support in coordination with relevant stakeholders
• Support in further developing the organizational operating model for the IAM service
• Advice on meeting relevant regulatory requirements
• Development of an implementation strategy for policies, processes, and the tool solution
• Coordination of content dependencies with other projects and line initiatives
• Support in manufacturer-independent selection of an IAM tool solution
IAM process consulting supports the professional design of processes for managing digital identities and permissions.
Core tasks of IAM process consulting are:
• Analysis of existing processes for managing identities and permissions
• Development of processes for the lifecycle of digital identities
• Support in designing joiner, mover, leaver processes
• Development and structuring of a role and permission model
• Structuring of processes for granting and changing access rights
• Support in integrating applications into IAM processes
• Design of processes for the recertification of permissions
• Analysis of existing permission structures in applications
• Creation of professional concepts and process documentation in the IAM environment
• Support for the introduction of processes and the tool solution
• Professional support for required provided services and co-responsibilities for implementing the tool solution
• Preparation of test cases based on process descriptions and requirements for the tool solution
For IAM management consulting, a maximum of 440 person-days or 3,520 hours is available. For IAM process consulting, a maximum of 385 person-days or 3,080 hours is available.
Hybrid service provision is generally permitted. A binding ratio between remote and on-site assignments cannot currently be specified. The client determines the project-related presence needs. On-site assignments in Bielefeld may be necessary especially for project launch, workshops, steering committees, coordination with central stakeholders, and other appointments requiring presence. The contractor must ensure that corresponding on-site appointments can also be attended on reasonably short notice. The concrete scope of presence services is determined by the client according to the requirements of the project progress.
The framework agreement does not constitute any minimum purchase obligation of the client. The quantities, hourly rates, reference quantities, demand values, and maximum quantities specified in the tender documents serve exclusively for the determination of the contract value, the comparability of the offers, and the award evaluation. There is no claim to actual commissioning or use of these quantities or services. Calls within the meaning of these tender documents are exclusively to be understood as individual service orders triggered by the client within the framework of the framework agreement.
