Description:
Implementation and configuration of a security monitoring infrastructure along with the provision of Security Operations Center services to maintain continuous monitoring and improve IT infrastructure security.

The subject of the order is:
a) Implementation and configuration of security monitoring infrastructure, including conducting a zero audit in the Contracting Authority's environment.
b) Provision of SOC service as a service (Security Operations Center as a Service) utilizing the SIEM/SOAR system provided by the Contractor.
The aim of this order is to launch, implement, and then maintain continuous monitoring of the Contracting Authority's IT infrastructure security, identification and reporting of threats in its area, detection and handling of incidents, as well as continuous, regular delivery of recommendations for improving security.
The execution of the Agreement is co-financed from the National Reconstruction and Resilience Plan funded by the Recovery and Resilience Instrument; Strengthening cybersecurity in the Ministry of State Assets, Investment C3.1.1. Grant Competition - Cyber-Secure Government.

1. Implementation and configuration of security monitoring infrastructure, including conducting a zero audit in the Contracting Authority's environment.
2. Provision of SOC service as a service (Security Operations Center as a Service) utilizing the SIEM/SOAR system provided by the Contractor.
The aim of this order is to launch, implement, and then maintain continuous monitoring of the Contracting Authority's IT infrastructure security, identification and reporting of threats in its area, detection and handling of incidents, as well as continuous, regular delivery of recommendations for improving security.
The Contractor is obliged to submit statements and documents:
TO BE SUBMITTED WITH THE OFFER IN THE SYSTEM – ON THE PROCUREMENT PLATFORM:
1) Offer Form;
2) Price Form – a model attached to the SWZ;
3) JEDZ statement of the Contractor/entity on whose resources the Contractor relies/Contractors jointly applying for the award of the contract regarding non-exclusion from the procedure, meeting the conditions of participation in the procedure - on the form of the European Single Procurement Document;
4) Statement of the Contractor/entity on whose resources the Contractor/Contractors jointly applying for the award of the contract confirms that the Contractor is not excluded from the procedure based on the grounds set out in Article 7(1) of the Act of April 13, 2022, on special solutions regarding counteracting the supporting of aggression against Ukraine and for the protection of national security, according to the model specified in the SWZ; if the Contractor relies on the capabilities or situation of other Entities, attach to the Offer in the system: Statements regarding each Entity;
5) Statement of the Contractor/entity on whose resources the Contractor/Contractors jointly applying for the award of the contract confirms that there are no circumstances defined in Article 5k of Council Regulation (EU) No. 2025/2033 concerning restrictive measures in connection with actions by Russia destabilizing the situation in Ukraine, according to the model specified in the SWZ; if the Contractor relies on the capabilities or situation of other Entities, attach to the Offer in the system: Statements regarding each Entity.
6) Bid security document if submitted in a form other than money (if required)
7) Document or documents providing the scope of authorization if the offer is signed on behalf of the Contractor by a person(s) other than those disclosed in the registration documents;
8) Power of attorney for the proxy to represent in the procedure Contractors jointly applying for the award of the contract - applies to offers submitted by Contractors jointly applying for the award of the contract;
9) Commitment from the entity providing resources, according to Article 118(3) of the Act, to make available to the Contractor the necessary resources for the implementation of the order - requirement for submission if the Contractor relies on the capabilities or situation of the entities providing resources;
10) Statement submitted under Article 117(4) of the Act, indicating which services will be performed by individual contractors - requirement for submission if Contractors jointly apply for the award of the contract.
11) Relevant evidence in the form of a filled technical and organizational measures for the protection of personal data introduced by the Contractor.
Documents submitted within the designated period, not shorter than 10 days, confirming the fulfillment of the conditions for participation in the procedure and the absence of grounds for exclusion from the procedure being current on the day of submission of the substantive evidence. To confirm the Contractor's fulfillment of the condition for participation in the procedure regarding professional competence:
1) List of services (at least one service), mentioned in point 7.10.1.4.1 of SWZ, performed, and in the case of recurring or continuous services also performed, within the last 3 years, and if the period of business activity is shorter - in that period, along with specifying their subject (with a brief description confirming the fulfillment of the condition regarding both the subject of the order and the number of persons employed by the contracting authority), dates of execution, and indication of the entities for which the services were performed or are being performed. The list should include evidence determining whether the mentioned services have been performed or are being performed properly, where such evidence includes references or other documents prepared by the entity for which the services were performed or are being performed. In the case of recurring or continuous services being still performed, the references or other documents confirming their proper execution should be issued within the last 3 months. If the Contractor is unable to obtain the mentioned evidence for reasons beyond his control - a statement from the Contractor; in the case of services still being performed, information on the value and references or other documents confirming their proper execution should relate to the already completed part of the contract and be issued within the last 3 months.
2) List of persons referred to in point 7.10.1.4.2 of SWZ designated by the Contractor to carry out the order along with information regarding their role in the performance of the order, the scope of the tasks/activities performed, detailing the possessed certificates, training, and credentials and the basis for having those persons at disposal.
8.4.2. To confirm the absence of grounds for the exclusion of the Contractor from participation in the procedure, the Contracting Authority requires substantive evidence:
1) Statement of the Contractor regarding Article 108(1)(5) of the Act
2) Statement of the Contractor about the current relevance of the information contained in the statements
3) Information from the National Criminal Register
