Description:
The project aims to enhance digital capacities and interoperability of healthcare systems at Brașov Clinical Hospital, focusing on modernizing electronic medical records, ensuring compliance with medical data standards, and providing staff training.

The information system has as its main objective to ensure the informational and data needs of the actors involved in clinical and non-clinical events and places the user at the center of attention, especially healthcare workers and other data beneficiaries (patients). The solution aims to be an accessible, modern, and secure electronic record environment for medical events that may occur in the lives of citizens and an efficient tool for organizing the activities of the healthcare units involved in the medical event. The contracting authority will respond to requests for clarifications no later than on the 11th day before the deadline for submission of offers.

Specific objective The IT solution is intended to: · Support the development of the digital capacities of the healthcare unit, in order to increase the level of innovation and institutional competitiveness/effectiveness · Ensure compliance with standards for formatting the handling of medical data · Lead to data-driven decision making · Facilitate the Ministry of Health (MS) in introducing a centralized platform for the exchange of interoperable data, applying adaptive algorithms that identify inefficient spending in the health sector and strengthening the role of MS in translating available data for healthcare providers and institutions involved in service delivery, promoting the efficiency of public health spending. Through the variety of measures, means, instruments, and methodologies considered within the e-health concept, the new system must harmoniously integrate all 4 lines of action indicated by the Applicant’s Guide with numerous other elements resulting from the needs analysis conducted within the institution: · Digitalizing the interaction with third parties · Digitalizing specific and institutional internal workflows (support) / digitalizing processes · Interoperability with other institutions/healthcare units for data integration/strengthening and replication · Training courses for employees.
