ESPO are conducting preliminary market engagement with the intention of establishing a national framework for the provision of estate management professional services relating to the use, acquisition, disposal and development of land and property. Please note this is not a call for competition, the tender documentation is not yet available.
Supplier and customer engagement is to be undertaken, with the aims of this being: • To identify potential providers in the market. • To obtain views on the procurement process to be used. • To assess the market's capacity to meet ESPO's requirements. • To assess any changes to the market and legislation. • To identify any potential risks or challenges in the market. • To determine whether localised Social Value can and will be offered by suppliers. • To determine the suitability of regional coverage on the Framework. • To assess any other aspects or requirements that we become aware of following the customer engagement. Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 12:00 (12 noon) on 17 October 2025. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '2700_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal.
