The aim of the market dialogue is to present the basis of the procurement, to engage in dialogue regarding the execution and content of the procurement, and to gain insights from the participants. The market dialogue will be conducted in a manner deemed appropriate by the contracting authority. For example, the contracting authority may send drafts of the request for proposal documents for comments to those participating in the market dialogue.
For clarity, it is stated that the contracting authority does not commit to carrying out the procurement and that the documents presented during the market dialogue are draft documents. Registration for the market dialogue is not a precondition for participation in a possible later competition and does not bind the parties involved. The contracting authority will not pay compensation for participation in the market dialogue.
The market dialogue and any related communications will be conducted electronically through the procurement services unit of the City of Savonlinna. The market dialogue is intended to be conducted in such a way that the opportunity for responses extends into the period after the summer holiday season.
