The object of the contract to be awarded consists of the supply and provision of development and implementation services for an "INTEGRATED OPERATIONAL MONITORING IT SYSTEM" which will ensure the company's overall long-term sustainability from the perspective of staff availability and mobility, logistical support assurance, and implicitly from a cost perspective, during the agreed period and in accordance with the obligations assumed by the contract, with the following main components:
1. GIS component, which will allow the management and analysis of spatial data concerning the entire water production infrastructure and water networks (intakes, adduction pipelines, transport networks, etc.)
2. SCADA component - modernization and improvement of the system
3. Integrated IoT and digitization IT system component
a Smart measurement component, consisting of a number of new flow meters equipped with IoT communication modules, which will create a unified system for monitoring water networks
b Digital platform component for the collection of data from flow meters and management of information from flow meters (MDC – Meter Data Collection)
c Digital platform component for storage and analysis of data from flow meters, as well as for the general management of the flow meter fleet (MDM – Meter Data Management)
The general objective of the project is to optimize the operation and monitoring of infrastructure, detect losses or defects in network topology or execution through: installation of an efficient metering and monitoring system; implementation of an integrated IT system for infrastructure and water loss management, which provides specific solutions for supply and distribution management; a system that integrates existing systems and provides the foundation for further development, creating the basis for an intelligent water network.
Achieving this objective will ensure the efficiency and sustainability of investments in the water sector and will allow faster decision-making to improve service quality, maintaining key parameters (pressure, flow, quality) at a high level, as well as customer satisfaction regarding responsiveness. The proposed IT System to be acquired will be a completely new platform, common for user groups and target activities, with a core of databases and operating systems compatible with the existing SCADA system, for integration and interoperability.
It will be a unified construction but with user rights structured into distinct customized modules.
These modules are distinct, customized software applications for user groups, which allow both editing field data, adding files such as images, PDFs, or videos into the common database/storage system, and user access to all technical, telemetry, SCADA, and geospatial (GIS) information. The software modules will be web-based with GPRS-GSM data transmission but will allow editing and access to all GIS project data or those without map components even in the absence of GSM signal, in deficient areas with automatic or semi-automatic later synchronization.
The applications will be secured for each device through password and username and will operate locally and offline on the installed module, as well as through WEB/online.
Economic operators may request clarifications or additional information regarding the tender documentation 19 days before the deadline for submission of bids. The contracting entity will respond clearly and completely to all clarification/additional information requests related to the tender documentation 11 days before the bid submission deadline.
