The subject of the contract is the design, delivery, installation, and commissioning of photovoltaic panels, energy storage systems, and energy management systems at the Clinical Psychiatric Hospital SPZOZ in Rybnik, as specified in the Functional and Utility Program – Annex No. 1 to the Terms of Reference.

Installation of photovoltaic panels, energy storage, and energy management system.
4.3. The subject of the contract includes: Building 27 - effective installation area 812 m2, minimum installation power 87.4 kWp, energy storage minimum 90 kWh Building 15 - effective installation area 400 m2, minimum installation power 43.7 kWp and energy storage minimum 45 kWh, Building 18 - effective installation area 839 m2, minimum installation power 97.52 kWp and energy storage minimum 100 kWh. Building 29 - effective installation area 480m2, minimum installation power 54.28 kWp and energy storage minimum 60 kWh Building 20 – effective installation area 140m2, installation power 13.80 kWp, and energy storage minimum 15 kWh 1) As part of the subject of the contract, regarding design work, the Contractor shall perform: − inventory of the actual technical condition of the facilities for the installation of PV systems and energy storage as of the start date of the installation, − inventory of the actual condition of the electrical installation of the facilities concerning the installation of PV systems, 2) As part of the subject of the contract, regarding execution work, the Contractor shall perform the following installation works, covering the investment addresses specified in the Functional and Utility Program: − verification of the technical condition of the electrical installation in individual buildings, − execution of necessary structures for the installation of photovoltaic modules, − installation of photovoltaic modules on the structure, − installation and commissioning of energy storage systems, − installation of inverters/converters for the photovoltaic system, − laying cabling to connect photovoltaic modules, − connecting inverters/converters of photovoltaic modules to the investor's power grid, − modernization of electrical switchboards in individual buildings − installation of automation systems, − modernization of the main switchboard of the Hospital as necessary − testing of the installation and checking the correct operation of equipment, − commissioning of the PV system and energy storage and regulation, − training for operation, − carrying out necessary arrangements and submitting complete documentation to the Distribution System Operator (OSD) along with successfully completing all formalities with the Distribution System Operator (OSD) enabling the operation of the described installations; 3) As part of the subject of the contract, regarding construction work, the Contractor shall perform the following work, at the specified addresses in the Functional and Utility Program: − execution of necessary structures for the mounting of PV panels − creating passages through barriers (floor, roof, walls) for laying electrical cables and their protection, − sealing entries at cable crossing points, − carrying out cleanup work to organize the construction site and restore the facility to its original state. 4) The Ordering Party requires that the central BMS system handle all five energy storage systems and related photovoltaic installations and ensure safe, stable, and optimal operation of the entire system. The BMS system must meet the following functional requirements: − Monitoring operating parameters - voltage, current, temperature of cells, and state of charge (SOC) of each storage system. − Safety - protection against overcharging, excessive discharging, overload, and overheating. − Cell balancing - ensuring even battery usage and extending its lifespan. Charging and discharging control - optimizing energy flow in conjunction with PV inverters and energy storage, including implementing a “Zero Export” mode regarding the external grid. − Managing excess energy - directing surplus energy unused in buildings to storage and the internal hospital grid. − Reporting and monitoring environmental indicators - ability to generate data and reports for a selected period, including: greenhouse gas emissions (t CO₂/year), amount of generated electricity and heat from renewable energy sources, and the number of pro-ecological projects. − Integration with the EMS system - the BMS must cooperate with the primary energy management system for centralized monitoring, diagnostics, and optimization of all installations. The scope of the order includes the execution of a building project encompassing its scope, technical design, detailing the execution project along with all necessary opinions, agreements, and expertise according to the scope defined in the Functional and Utility Program, hereinafter referred to as PFU (Annexes No. 1 to the Terms of Reference) as well as obtaining permission from the Silesian Provincial Monument Conservator and notifying works or obtaining a building permit, in light of the applicable provisions of the Act of July 7, 1994, Construction Law (Journal of Laws of 2021, item 2351, as amended), hereinafter referred to as the Construction Law, as well as the development of: 1) a conceptual design with a calculated quantitative assortment of installation devices and materials, and presenting it to the Ordering Party for approval, 2) detailed technical specifications for the execution and acceptance of construction works, hereinafter referred to as STWIORB, 3) a cost estimate in the form of a simplified estimate, which will be an annex to the approved technical project by the Ordering Party (bound in volumes containing complete bills of quantities with their descriptions) in 2 written copies and additionally in electronic form in pdf. and xls formats, 4) information concerning health and safety - BIOZ, 5) information sheet of the project and/or environmental impact report along with obtaining environmental decisions (if required), 6) consideration of all agreements made with the authorities evaluating the documentation in the relevant industries.
