The subject of the procurement is the conclusion of a framework agreement for the provision, operation, and maintenance of a collaboration and file storage system ("KoDaS") as Software-as-a-Service (SaaS). Provision of a File Hosting and Collaboration Solution ("KoDaS").
Govdigital eG intends to conclude a framework agreement for the procurement of a central collaboration and file storage system (KoDaS) to support the digitization in schools. The service includes the provision of a scalable SaaS solution (Software-as-a-Service) including hosting, operation, maintenance, and support. 1. Service subject: A fully integrated platform is required that seamlessly and seamlessly connects the following functional areas: a) Central file management (Filehosting & Sharing) with differentiated rights management. b) Collaborative office solution for simultaneous editing of text, spreadsheet, and presentation documents in the browser. c) Personal Information Management (PIM): Calendar and contact management (personal and team-based). d) Integrated email client to bundle external communication. The components must be accessible through a unified user interface and centralized user management. Integration with existing identity management systems (IdM) of the states is required. 2. Mandatory technology specification (Open Source): To ensure digital sovereignty, permanent availability, and exit capability, a solution based on open-source software is mandatory. The source code of the essential components must be licensed under a license recognized by the OSI (Open Source Initiative) that grants the client and the users extensive rights to use, customize, and further develop. 3. Scope of use: The primary users are the states of Berlin, Bremen, Hamburg, Hesse, North Rhine-Westphalia, and Rhineland-Palatinate, as well as their school authorities and schools. The framework agreement also includes the option to include additional federal states and their educational institutions as users. 4. Duration: The framework agreement has a duration of a maximum of 48 months from the award of contract.
