Ww. Curslack; Construction of Battery Storage - Battery Energy Storage System, BESS (IW-22/01-200-002).
The construction project for the battery storage (BESS) includes the planning and erection of a battery system with 10 MWh in container design, including inverters and transformers as well as a pre-fabricated building with medium voltage switchgear, controllers, and communication technology. The BESS is to be built at the Hamburg-Curslack waterworks.
The procurement procedure will be conducted as a negotiated procedure with a preceding participation competition in accordance with §§ 15ff. SektVO. Within the framework of the participation competition, suitable applicants will be selected and subsequently invited to submit a bid. In the first procedural step, you are requested to submit an application to participate to confirm your interest in carrying out the construction works. Within this participation competition, the contracting authority will assess your suitability for carrying out the construction measure. The type and scope of the suitability and evaluation criteria are set out in the attached documents.
The contracting authority reserves the right during the bidding phase to award the contract based on the initial offer without conducting negotiations. There is no entitlement to the conduct of negotiations.

The selection of applicants in the application to participate is made according to the attached evaluation matrix_suitability. The following criteria are decisive:
- Turnover of the company in the last three completed financial years (as far as it concerns construction services and other services comparable to the service to be awarded, including the share in services performed jointly with other companies), scored as follows: 3 points = ≥ €20 million, 2 points = > €10 million - < €20 million, 1 point = €2.5-10 million, 0 points = < €2.5 million (exclusion); weighting 10%, 3 points, max. 30 points
- Three comparable services/references; in the last five completed calendar years, scored as follows:
- Assessment of the substantive comparability of references with the tendered project based on the brief description of the services provided according to the reference form; evaluated by fulfillment of the following features: - comparable project object (BESS) - comparable planning, supply and construction services - comparable complexity of interfaces with grid operators and third parties, 3 points = reference fulfills 3 features, 2 points = reference fulfills 2 features, 1 point = reference fulfills 1 feature, 0 points = not comparable (exclusion); weighting 5%, 3 points, max. 15 points
- References, sub-criterion connection capacity; rated based on the best reference, 3 points: ≥ 20MW, 2 points: ≥10 & <20 MW, 1 point: ≥ 1 & < 10 MW, 0 points: <1 MW (exclusion); weighting 10%, 3 points, max. 30 points
- References, sub-criterion capacity; rated based on the best reference, 3 points: ≥ 20 MWh, 2 points: ≥10 & <20 MWh, 1 point: ≥ 1 & < 10 MWh, 0 points: <1 MWh (exclusion); weighting 10%, 3 points, max. 30 points
- References, sub-criterion black start capability, 3 points: ≥ 3 references, 2 points: 2 references, 1 point: 1 reference, 0 points: none of the submitted references has black start capability (exclusion); weighting 25%, 3 points, max. 75 points
