The object of the procurement is the execution of infrastructure works including delivery and installation of necessary equipment and amenities for the investment objective "Pedestrianization and controlled traffic in the central area, including the arrangement of bicycle lanes on priority routes from the Mobility Plan, bike-sharing points, arrangement of green areas, rest areas, performance areas, commerce areas for events, ornamental lighting, wi-fi, including equipment and facilities – Urban Mobility Component, SMIS 342136, according to the requirements of the specifications and technical documentation.
The number of days until which interested economic operators can request clarifications before the deadline for submitting offers / applications is 20 days before the deadline for submitting offers. The object of the procurement is the execution of infrastructure works including the delivery and installation of necessary equipment and facilities for the investment objective "Pedestrianization and controlled traffic in the central area, including the arrangement of bicycle lanes on priority routes from the Mobility Plan, bike-sharing points, arrangement of green areas, rest areas, performance areas, commerce areas for events, ornamental lighting, wi-fi, including equipment and facilities – Urban Mobility Component, SMIS 342136, according to the requirements of the specifications and awarding documentation.
The proposed interventions through this project consist of:
1. Reconfiguring and redistributing space by reducing the vehicular lane, expanding and rehabilitating sidewalks, creating green areas and bicycle lanes. These measures combat the dominance of cars (observed on Bd. Republicii and Str. Gheorghe Lazăr) and restore priority to pedestrians, increasing urban attractiveness and facilitating alternative mobility.
2. Modernizing road infrastructure and urban elements by repairing the roadway and sidewalks (cracks, unevenness, fissures), leveling pavements, modernizing the lighting system (including ornamental lighting) and updating utility networks. This rectifies the degraded technical state of the infrastructure on all three arteries, improving safety and comfort in traffic and public space.
3. Facilities for alternative transport and accessibility through the introduction of bike-sharing stations, the arrangement of bicycle lanes. These solutions address the lack of infrastructure for alternative transport and accessibility issues, encouraging the use of non-auto means of travel and creating an inclusive urban environment.
4. Regulating parking and eliminating vehicular invasion by implementing strict regulations on street parking or promoting underground parking, to free pedestrian space. This resolves the issue of illegal parking, which invades the sidewalks (observed both on Bd. Republicii and on Str. Erou Calin Catalin), restoring the balance between the space allocated to cars and that allocated to pedestrians.
The estimated value of the procurement is 32,250,011.22 lei without VAT, of which: value C+M – 23,686,484.93 lei without VAT value for machinery, technological equipment, functional which require installation, amenities – 8,417,225.10 lei without VAT value for site organization - Related expenses – 146,301.19 lei without VAT The estimated value does not include: - Various and unforeseen expenses: 2,829,604.30 lei without VAT, the amount specified in the project's budget, which can be addressed, as needed, through changes to the contract under the conditions stipulated in article 221 of Law no. 98/2016 regarding public procurement - the value related to Cap. 7 – 10,036,330.30 lei without VAT, representing the Implementation Reserve, from the general budget approved through HCL no. 218/30.04.2025.
