Description:
The project involves the design, supply, installation, and commissioning of a vertical wind micro power plant with energy storage to enhance energy efficiency for a shot blasting chamber, including comprehensive technical documentation and training for operation and maintenance.
Supply of a wind micro power plant with energy storage (RES) The subject of the contract includes the design, supply, installation, and commissioning of a wind micro-installation along with energy storage on a "design and build" basis, including the preparation of complete technical documentation, construction and foundation of the structure, supply of all necessary equipment, and execution of assembly, installation, commissioning, and acceptance works, as well as conducting training. The wind micro-installation with energy storage covered by the contract is hereinafter referred to as the "RES Installation" or the "System."
The contract execution will proceed in two stages: Stage I (Design work): preparation of complete technical and design documentation for the wind micro power plant and energy storage, as well as preparation of all necessary documents, arrangements, and notifications based on current Building Law and Energy Law regulations. Stage II (Implementation work): delivery of system elements and components, construction and assembly work, connection, integration of installation systems, commissioning of the installation, and conducting training for designated employees on the operation, maintenance, monitoring of the installation operation, and safe usage principles.
The commissioning of the RES installation aims to partially cover the energy demand of the shot blasting chamber, which is the subject of a separate request for quotation in the Project. The shot blasting process of steel components is characterized by high, pulsating electricity consumption. The use of energy storage will enable efficient use and storage of energy produced during periods of highest wind turbine efficiency. This will directly contribute to stabilizing the power supply of the shot blasting chamber devices, increasing self-consumption of green energy, and optimizing the company's energy and economic efficiency.
Minimum scope of the order: I. Technical documentation: Documentation to obtain building conditions Construction design Geotechnical opinion Environmental documentation - if applicable
II. Delivery, installation, commissioning of the RES installation: Wind turbine type: vertical - 1 piece Nominal turbine power min. 9.5 kW Mast height from 9 m to 12 m System operation: OFF-Grid Start-up wind speed from 1.5 m/s Compliance with IEC 61400-2 and IEC 61400-11 standards or equivalent Hybrid three-phase inverter 3F min. 12 kW - 1 piece Energy storage min. 30 kWh, expandable up to a maximum of 300 kWh, ensuring continuous operation of the shot blasting chamber with compressor at full load (approx. 50 kW) for at least 4 hours. Energy storage batteries: Lithium iron phosphate (LiFePO4) cells or equivalent - 1 set Min. number of cycles 6000 (05C)
The system must be designed and constructed to ensure the power supply and proper commissioning of the shot blasting chamber, which is the subject of a separate request for quotation. The delivery scope should include all devices, components, and technical elements necessary to achieve the required system functionality and ensure proper power parameters for the technological load. Existing technical infrastructure should be used to the maximum possible extent during contract implementation. Due to the location of the investment in an industrial area, a site visit is recommended to familiarize with existing technical conditions. The site visit can be carried out during the announcement publication period at the location: Rybnik, ul. Sygnały 64, Monday to Friday, from 9:00 am to 1:00 pm.
The contracting authority requires the delivery of brand new devices, undamaged, not refurbished, not previously used for exhibitions or presentations, which will enable the supply of a complete and ready-to-commission wind micro-installation system after installation (i.e., without any additional purchases and investments), free from third-party rights or claims.
Environmental standard: The wind micro-installation along with energy storage should ensure high energy efficiency and contribute to increasing the use of renewable energy within the company. Applied installation elements and technical solutions should allow for the reduction of greenhouse gas emissions and minimize environmental impact during operation. The implementation should consider sustainable development principles and rational resource use without specifying particular technologies, manufacturers, materials, or technical solutions. Upon acceptance, the system must be equipped with technical documentation and operating instructions in Polish, in electronic form or made available online.
The delivered wind micro-installation system with energy storage must meet all required certifications permitted for the Polish market, as well as applicable national and EU standards (or equivalent) and hold CE conformity certification (or equivalent), which must be confirmed by a declaration of conformity or another document delivered during system acceptance.
The commissioned wind micro-installation (turbine with support structure/mast) must meet structural safety and noise protection requirements, confirmed by full compliance with standards: IEC 61400-2 (or PN-EN 61400-2 equivalent) – design requirements for small wind turbines, ensuring structural integrity, mechanical load resistance, and safe operation under extreme weather conditions. IEC 61400-11 (or PN-EN 61400-11 equivalent) – acoustic noise measurement procedures, ensuring verified noise emissions compliant with environmental protection and occupational health and safety regulations.
Compliance with these technical standards and requirements must be confirmed by the Contractor at the offer submission stage by submitting a relevant declaration in the offer form. The Contractor selected is obliged to provide technical documentation, certificates, and test reports in Polish (or with Polish translation), confirming compliance with the required standards for the system components, no later than at the final acceptance.
The contracting authority allows equivalent solutions compared to those proposed, provided that the same or better technical, technological, and quality standards are maintained. An equivalent solution is one whose standards, quality features, technical parameters, and utility are identical or not worse and meet all contracting authority requirements. A bidder citing equivalent solutions must demonstrate that the parameters of offered materials/components/solutions meet the contracting authority's specified requirements. Any references to proprietary names, trademarks, patents, origin, source, or special processes characterizing products or services, meant to define functional class or purpose and standards, do not indicate a specific choice or manufacturer. Wherever proprietary names for products, standards, trademarks, patents, origin, references to technical specifications, or applicable norms in the European Economic Area are indicated in the contract description, the contracting authority permits equivalent solutions. The contracting authority reserves the right to request additional clarifications from bidders to unambiguously determine the parameters of proposed materials/components/solutions and assess equivalence.
Additional conditions: Warranty (scored parameter): minimum 24 months from the date of signing the final acceptance protocol of the wind micro power plant and storage system. The warranty period starts on the day of signing the final acceptance protocol. Offers with a warranty period shorter than 24 months will be rejected as non-compliant with the inquiry.
Response time to installation failure (scored parameter) is understood as the minimum number of hours required to commence repair activities from the moment the failure report is sent by email. The contracting authority stipulates a maximum response time to a repair request of 48 hours from receipt. Offers with response times longer than 48 hours will be rejected. If a response time includes partial hours, the contracting authority will round down to the full number of hours, ignoring minutes.
Order execution schedule includes stages: I. Preparation of wind micro power plant documentation within 5 weeks from contract signing. II. Delivery, installation, and commissioning of the wind micro power plant with energy storage by June 30, 2027.
Offers with delivery times exceeding the indicated deadlines (for both Stage I and Stage II) will be considered non-compliant and rejected without further consideration.
