The proposed project continues and complements the initiative of the Department for Romanians Everywhere to develop an effective IT tool through which Romanians everywhere can quickly obtain answers, assistance, and support in various situations. The necessity was observed by analyzing the requests for information received by the D.R.P., which cover a wide range of issues within the competencies of several public institutions, both in Romania and in countries where there are Romanian communities.

The contracting authority is conducting the public procurement procedure for the implementation of the project funded by the Smart Growth, Digitalization, and Financial Instruments Program - PoCIDIF, Priority 2 - Digitalization in public administration and the business environment, Specific Objective RSO1.2 Capitalizing on the advantages of digitalization, for the benefit of citizens, companies, research organizations, and public authorities (FEDR), Action 2.2 E-government and digitalization for the benefit of citizens/2.2.1 E-gov in public administration/institutions, Measure 1 Public services aimed at citizens and/or companies identified in CSP managed by ADR and/or in accordance with eGuv Policy. For the implementation of the project, it is necessary for the D.R.P. to purchase software development services, including installation, configuration, commissioning, and training services.

The object of the procurement (contract) consists of acquiring services for the development of an IT system, which includes the following main components:
A. FINANCING Module (Electronic Management of D.R.P. Funding) complemented by the development of evaluation, contracting, monitoring/reporting, financial verification/reimbursement modules of funded projects, resulting in the completion of the FINANCING D.R.P. service;
B. OPPORTUNITIES Module offered to Romanians everywhere, which integrates several types of favorable situations present in Romania and beyond, which can be leveraged by the target group, such as those for: business development, career development, financing, training and (re)qualification, partnerships for work or business, investments, facilities, etc. This component will result in the OPPORTUNITIES FOR DEVELOPMENT service;
C. Electronic registry at the level of D.R.P., which supports the service from the first component, ensuring the electronic registration at the institutional level of all documents related to funded projects and leading to the integrated management of processes and workflows. The system will integrate functionalities for both the D.R.P. funding component and for other activities at the institutional level that support these fundings.
D. ANALYSES Module - an interactive IT tool for obtaining analyses based on useful data extracted from online sources, which can utilize artificial intelligence and allow for the analysis of information and data sets, extracting useful information from the online environment in general and from D.R.P. documents that are not restricted regarding dissemination. The results will be used:
a. to assist D.R.P. in programming new funding lines (D.R.P. FINANCING service);
b. to identify new opportunities for inclusion in the OPPORTUNITIES service;
c. for D.R.P. to identify new useful services and adapt the offered services, in search of templates that can help the decision-making process by establishing relationships and finding correlations for more efficient programming, to solve problems, predict trends, mitigate risks;
d. to support Romanians everywhere to stay informed about useful information and relevant trends (e.g. newsletter, extensive search for relevant information);
e. to identify relevant online content to be analyzed and verified for selecting relevant information for inclusion in the “Info” section of the diaspora.gov.ro platform, or used for detecting and combating misinformation regarding the domain of Romanians everywhere.
