Recruitment of a national counterpart responsible for supporting the international consultant in the implementation of the institutional evaluation of the Congolese Agency for Wildlife and Protected Areas (ACFAP) and the co-management NGOs of the 4 protected areas: the Ntokou Pikounda National Park, the Conkouati-Douli National Park, the Lesio-Louna Gorilla Natural Reserve, and the Lossi Gorilla Sanctuary

  1. Context

The Government of the Republic of Congo has obtained a loan of 70 million USD from the International Bank for Reconstruction and Development (IBRD) and a grant of 12 million USD from the Global Partnership for Sustainable and Resilient Landscapes (PROGREEN), totaling 82 million USD, for the implementation of the Project to create inclusive and climate-resilient economic activities (ProClimat Congo - P177786). ProClimat also benefited from additional financing of 50 million USD from the IDA. The duration of the Project is five (5) years. Part of these funds will be used to make the payment under the following contract: “recruitment of a national counterpart responsible for supporting the international consultant in the implementation of the institutional evaluation of the Congolese Agency for Wildlife and Protected Areas (ACFAP) and the co-management NGOs of the 4 protected areas: the Ntokou Pikounda National Park, the Conkouati-Douli National Park, the Lesio-Louna Gorilla Natural Reserve, and the Lossi Gorilla Sanctuary.

  1. Objectives of the mission

The objective of the national counterpart’s mission is to support the international consultant in evaluating the current institutional capacity of the Congolese Agency for Wildlife and Protected Areas (ACFAP) and the co-management NGOs of the 4 protected areas, supported by ProClimat.

  • At the national level, this involves the Congolese Agency for Wildlife and Protected Areas (ACFAP);
  • At the local level, this involves the 4 NGOs responsible for the co-management of the 4 protected areas supported by ProClimat Congo (World Wide Fund for Nature - WWF for the Ntokou Pikounda National Park, Noé for the Conkouati-Douli National Park, Aspinall Foundation for the Lesio-Louna Gorilla Natural Reserve, and African Parks for the Lossi Gorilla Sanctuary).

The evaluation must focus on the current capacity of these 5 structures to effectively and safely manage their responsibilities regarding the application of national legislation on environmental protection as well as the law on wildlife and protected areas and to comply with the requirements of the Environmental and Social Framework (ESF) of the World Bank.

  1. Consultant Profile

The national counterpart must meet the following profile:

  • Hold at least a BAC + 5 in social sciences, rural development, sociology, conservation, natural resources, anthropology, or equivalent;
  • Have practical experience in conservation or resource management activities, or social, rural and community development;
  • Have a minimum of 5 years of professional experience;
  • Have formal experience in evaluation, capacity building;
  • Have knowledge in the application of wildlife laws and protected areas and sustainable environmental management;
  • Have formal experience with paramilitary security forces or other security forces or in the enforcement of wildlife laws;
  • Have knowledge of the country’s protected areas;
  • Be proficient in national languages.
  1. Duration

The Consultant will provide services for a maximum period of 80 days. The start date for the services is the date of notification by the client to commence the services or another period agreed upon by the parties in writing.

  1. Selection Process

The selection of the consultant will be carried out in accordance with the procedures defined in the Procurement Regulations for Borrowers requesting Investment Project Financing (IPF) from the World Bank of July 2016, revised February 2025.
