Geoinformatics diagnostic service.
Framework agreement for providing geoinformatics and ecological diagnostic services necessary for issuing green area certificates. The service provider's task is to fully perform the geoinformatics, ecological, and green infrastructure diagnostic services required for issuing the green area certificate. The purpose of the service is to produce a reliable, reproducible, and auditable database, geoinformatics dataset, and professional documentation suitable for preparing the green area certificate. The task particularly includes, detailed description in the technical specification:
- geoinformatics survey of the examined area (field data collection must always include drone data acquisition),
- examination of the state and structure of the green infrastructure,
- determination of ecological performance,
- evaluation of biological activity,
- calculation of green area indicators,
- creation of necessary digital spatial databases,
- preparation of supporting documentation required for the certificate.
The framework agreement total amount: net HUF 1,000,000,000. The contracting authority is not obligated to exhaust the total amount based on Section 104 (7) of the Public Procurement Act (Kbt.). The contracting authority does not have data regarding the expected timing of usage approval procedures for investments affected by the certificate, meaning the actual certification demand schedule and the extent of green area involved in individual investments are unknown.
The contracting authority informs by way of disclosure the following available data:
- Number of voluntary and mandatory certifications in the past 12 months: 10 voluntary, 10 mandatory. Their distribution is as follows:
a) Most certifications were for areas larger than 100,000 m2 (all mandatory cases, a total of 5, covering 1,019,960 m2), all industrial zones by zoning classification.
b) Next in number are certifications conducted for areas between 6,500 and 10,000 m2, all zoned as “brownfield”.
c) For industrial and brownfield investments combined, approximately 1,300,000 m2 have been certified.
d) Other certifications referred to landscape architectural works or other construction projects, smaller industrial investments, but their number is less than half of the above categories.
- According to notifications from the competent government offices, by February 2026, 96 building permits have been issued, which are expected to require green area certificates prior to usage approval.
Based on the above trend, the anticipated volume is 20 certifications/year, covering a total of 1,300,000 m2.
The contracting authority records this expected volume for informational purposes only and undertakes no obligation to call it off.
The detailed technical specification is included in the procurement (bidding) documents.
The contracting authority informs bidders that clear and comprehensible definition of the subject of procurement requires referencing specified make, origin, or type of item, procedure, activity, patent or trademark, therefore the naming was made solely to clearly define the nature of the subject, and the contracting authority also understands the expression “or equivalent” alongside the naming.
