The project involves the provision of design services and technical assistance for the modernization of county road infrastructure between specified localities, including the preparation of various technical documentation and execution of related works.

The economic operator declared the winner of the awarding procedure will elaborate the technical documentation at the phase: Technical documentation for authorization of construction - D.T.A.C., Technical documentation for organization of execution - D.T.O.E., Technical documentation for authorization of dismantling works - D.T.A.D. (if applicable), Technical execution project - P.T.E., Updated technical execution project at the completion of work - As built, Technical documentation for obtaining the Water Management Authorization (if applicable), Documentation for approvals and agreements, will provide technical assistance from the designer during the execution of the works and the execution of works for the investment objective "Modernization of county road infrastructure 205P between the localities Ivăncești - Făurei, Precistanu - Balta Raței - Mircești and Dj 204D - Mândrești - DN 23". The estimated value of the public procurement procedure is: 80,027,132.54 lei excluding VAT, composed of:



1.2. Land development 2,597,268.00 lei excluding VAT.

1.3. Measures for environmental protection and restoring the land to its initial state 132,000.00 lei excluding VAT.

1.4. Expenses for the relocation/protection of utilities 6,061,523.60 lei excluding VAT.

2 Expenses for ensuring necessary utilities for the investment objectives 60,000.00 lei excluding VAT.

3.5.4. Technical documentation for obtaining approvals/agreements/authorizations 40,000.00 lei excluding VAT.

3.5.6. Technical project and execution details 2,000,000.00 lei excluding VAT.

3.8.1 Technical assistance from the designer 230,000.00 lei excluding VAT.

4.1 Constructions and installations 68,319,788.04 lei excluding VAT.

4.2 Installation of machinery, technological and functional equipment 40,000.00 lei excluding VAT.

4.3 Machinery, technological and functional equipment that require installation 160,000.00 lei excluding VAT.

5.1 Site organization 386,552.90 lei excluding VAT.


For the expenses related to Cap. 1.2. Land development and 1.4. Expenses for the relocation/protection of utilities, lump sums will be auctioned, to be detailed at the technical project level according to needs. At the level of the awarding documentation, the types of networks that must be relocated are presented in the evaluation, respectively their protection.

The object of the contract that will be awarded through this public procurement procedure consists of acquiring design services at the phase: Technical documentation for authorization of construction - D.T.A.C., Technical documentation for organization of execution - D.T.O.E., Technical documentation for authorization of dismantling works - D.T.A.D. (if applicable), Technical execution project - P.T.E., Technical assistance from the designer during the execution of the works, Updated technical execution projects at the completion of work - As built, Technical documentation for obtaining the Water Management Authorization (if applicable), Documentation for approvals and agreements and Execution of works for: "Modernization of county road infrastructure 205P between the localities Ivăncești - Făurei, Precistanu - Balta Raței - Mircești and Dj 204D - Mândrești - DN 23",

The execution duration is 24 months.
The duration of design service provision is 2 months.
The technical assistance services from the designer will be provided throughout the execution period of the works.

The number of days until which clarifications can be requested before the deadline for submitting offers is 20 days. The contracting authority will respond only once to requests for clarifications on the 11th day before the deadline for submitting offers.

The project is submitted for approval within the Southeast Regional Program 2021-2027, Specific Objective 3.2 Development and increase of a sustainable national, regional, and local mobility, resilient to climate change, smart and intermodal, including improving access to TEN-T and cross-border mobility, Action 4.1 - Investments intended for the rehabilitation and modernization of regionally important road infrastructure to ensure connectivity to the TEN-T network, Call PRSE/4.1/2/2025, being in the evaluation stage.

The contracting authority specifies that it will conclude the public procurement contract with the bidder declared the winner, under a resolutory condition, in the sense that the failure to obtain funding through the Southeast Regional Program 2021-2027, within a maximum of 12 months from the date of signing the public procurement contract and the establishment of GBE, leads to the automatic cancellation of the contract.

In the event of fulfillment of the resolutory condition (lack of funding), the contract is deemed void retroactively, as if it had never been concluded, according to art. 1401 Civil Code. The parties agree that, until the fulfillment of the condition or until the expiration of the maximum 12 months term, the contractor shall not commence activities that would generate costs, the contracting authority not being obliged to compensate any damages in the case of cancellation of the contract.

We specify that, in full accordance with the principle of good faith, the contracting authority makes all necessary administrative diligence for obtaining funding.
