NOTICE OF SOLICITATION OF EXPRESSION OF INTEREST

1.    This notice of public call for expressions of interest follows the General Notice of Procurement published in the newspaper "Le Soleil" n°16076 of January 03, 2024.


2. The State of Senegal (hereinafter referred to as the Borrower) has received from the International Development Association (IDA) (the "Bank") in the form of a credit "(hereinafter referred to as the "Fund") to finance the Economic Acceleration Project Senegal Digital Centre (PAENS). The Senegalese Digital Economy Acceleration Project (PAENS), acting on behalf of the Ministry of Communication, Telecommunications and Digital Affairs, wishes to use a portion of the funds to make authorized payments under the " Selection of a consultant (firm) for the consolidation of the Senegal Services one-stop shop platform and its interfacing with various dematerialized services".

The main tasks of the firm will be to :

  • Strengthen the functionalities of the Senegal services platform to facilitate interoperability with other state platforms
  
  
  • Fix anomalies in the current system
  
  
  • Design content management interfaces for the Senegal Services platform
  
  
  • Provide interfaces for administrations to update procedures on a regular basis
  
  
  • Interconnect business platforms to enable a unified customer experience

The firm is called upon to use materials written in French.

The NSAP invites interested candidates to apply to provide the services described above. Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services:

• The nature of the firm's activities and the number of years of experience,


• The firm's qualifications in the field of the services indicated above and in particular the references concerning the performance of similar contracts

The criteria for the establishment of the shortlist are as follows : 

NB: To be selected, each experience presented must be confirmed by a duly signed certificate

4. Candidates may join forces to strengthen their respective skills and increase their chances of qualification, but they must clearly indicate whether the association is in the form of a consortium or a subcontractor. In the case of a consortium, all members shall be jointly and severally liable for the entire contract,  in the event of selection.

5. It is brought to the Consultants' attention that the provisions of Section III, paragraphs 3.14, 3.16 and 3.17 of the "Procurement Regulations for Borrowers Seeking Investment Project Financing (IPF) (July 2016, revised in November 2017, August 2018 and November 2020) "Procurement Regulations"), relating to the World Bank's conflict of interest rules are applicable.

6. A consultant will be selected using the Quality and Cost Based Method (QCS). The eligibility criteria, shortlist and selection procedure will be in accordance with the "Procurement Regulations for Borrowers Seeking Investment Project Financing (IPF)" (July 2016, revised November 2017, August 2018 and November 2020) "Procurement Regulations" ;
