Description:
Construction works are planned for the reconstruction and expansion of the Central Wastewater Treatment Plant in Gliwice, co-financed by national and European funds, with a focus on energy efficiency and accessibility for individuals with special needs.

The subject of the contract is to perform construction works as part of the project titled: Reconstruction and Expansion of the Central Wastewater Treatment Plant in Gliwice: This task is co-financed from the National Recovery and Resilience Plan under Investment B3.4.1. Investments for the Green Transformation of Cities. In relation to this task, the Contracting Authority submitted an application for co-financing under the European Funds for Infrastructure, Climate, Environment 2021-2027 (FEnIKS), Part 1) Improving Energy Efficiency (including the installation of RES) in large and medium-sized enterprises, organized by the National Fund for Environmental Protection and Water Management. 1) The design documentation along with the bills of quantities and specifications for the performance and acceptance of construction works is available at: https://cirrus2.pwik.gliwice.pl/index.php/s/KAyfi2i5GYcbbwz password: Oczyszczalnia!2026 2) The detailed scope of works is described in the design documentation, in the permits, notifications, decisions, and agreements related to this subject of the contract, as well as in the specifications for the performance and acceptance of construction works. The construction works should be carried out in accordance with the design documentation, technical specifications for the performance and acceptance of construction works, and other obtained agreements, notifications, decisions, and permits. 3) The detailed scope of the Contractor's obligations has been specified in the design documentation, specifications for the performance and acceptance of construction works, and documentation referred to in point 2) above, in the template contract constituting APPENDIX No. 2 to the SWZ and in the Description of the subject of the contract (APPENDIX No. 5 to the SWZ). 4) If the procurement documents were to indicate, in relation to certain materials and devices, trademarks or origin, or referred to standards, technical assessments, technical specifications, and systems of technical references, the Contracting Authority, in accordance with Articles 99 and 101 of the Pzp Act, allows materials or devices (“products”) or equivalent solutions. Any “products” from specific manufacturers define the minimum quality parameters and operational characteristics that the “products” must meet to fulfill the requirements set by the Contracting Authority and constitute only a quality standard for the subject of the contract. By the entry regarding the minimum requirements of quality parameters, the Contracting Authority understands the requirements for goods contained in publicly available sources, catalogs, and manufacturers' websites. Operating sample names of the manufacturer is solely for the purpose of clarifying the expectations of the Contracting Authority concerning a specific solution. Thus, using the names of manufacturers/products has only an illustrative character. The Contracting Authority, when describing the subject of the contract, indicates the designation of a specific manufacturer (supplier) or specific product, also allows equivalent products with quality parameters and operational characteristics of at least the level of the specified product, thereby recognizing any product with indicated parameters or better. 5) The bills of quantities referred to in point 1) above are only auxiliary for the Contractor and do not constitute a description of the subject of the contract. Consequently, taking into account the lump-sum nature of the Contractor's remuneration, execution of a greater or lesser number of measurement units in accordance with the detailed cost estimate submitted by the Contractor before signing the contract does not result in an increase or decrease of the Contractor's remuneration in accordance with its lump-sum nature. Before signing the contract, the Contractor is obliged to present detailed estimates. 6) Warranty and guarantee period: a period of 60 months of quality warranty counting from the date of final acceptance and handing over the subject of the contract to the Contracting Authority. The warranty period for defects is equal to the warranty period. Detailed conditions for the warranty for quality and guarantee have been specified in § 8 of the model contract - APPENDIX No. 2 to the SWZ). 7) Acting under Article 100 of the Pzp Act, the Contracting Authority has prepared the subject of the contract in such a way as to meet the accessibility condition for people with special needs to the greatest extent possible, on the principles of equality with other persons, in accordance with the principles of universal design. The replacement of the aeration system in biological reactors from surface to fine-bubble/bottom guarantees a reduction in the occurrence of bioaerosols in the air, which pose a potential microbiological threat to individuals with reduced immunity, such as those recovering from COVID-19 or cancer diseases. For individuals with visual and hearing impairments, a replacement of the automation visualization has been planned by using appropriate displays for control and monitoring equipment along with sound signaling. NOTE: The investment will be conducted at an active wastewater treatment facility, with the obligation to maintain the quality of the treated wastewater in accordance with the water law permit held. Consequently, work related to the replacement of the aeration system in biological reactors will be conducted in stages, i.e., sequentially in each of the four biological reactors.
