The Federal Framework for AI Procurement aims to create a centralised AI marketplace to streamline access to pre-vetted AI tools and services for federal organisations, enhancing efficiency, transparency, and compliance in key sectors such as e-government, mobility, and healthcare.

The Federal Framework for AI Procurement, spearheaded by Belgium's FOD Beleid en Ondersteuning (BOSA), is an innovative initiative aimed at establishing a centralised AI marketplace to streamline access to AI tools and services for federal organisations. Addressing the challenges of fragmented procurement and limited vendor access, this project seeks to unify and simplify AI adoption across critical federal sectors such as e-government, mobility, and healthcare.
The marketplace will operate under a Federal Framework Agreement and a "broker"-managed model, ensuring access to pre-vetted AI solutions, secure infrastructure, tailored training, and regulatory compliance support. Designed to foster efficiency, transparency, and ethical standards, it will provide federal organisations with secure cloud computing and data storage, alongside specialised legal and ethical advisory services to align AI initiatives with Belgian and EU regulations.
Through this initiative, BOSA aims to scale AI adoption while ensuring cost-effectiveness, operational efficiency, and adherence to ethical guidelines. By bridging the gap between public sector stakeholders and AI vendors, the project will refine technical requirements, reduce procurement barriers, and position Belgium as a leader in coordinated AI innovation in the public sector.

Public Procurement of Innovative Solutions (PPI).
This procurement procedure aims to establish a Federal Framework Agreement for the creation and management of a centralised AI marketplace to address the federal government’s need for efficient, transparent, and compliant AI solutions. The marketplace will serve as a unified platform providing federal organisations with access to pre-vetted AI tools and services, tailored training, secure cloud infrastructure, and specialised legal and ethical advisory services. The primary focus is on facilitating AI adoption in key sectors such as e-government, mobility, and healthcare by meeting sector-specific demands while ensuring data security, cost efficiency, and regulatory compliance.
The agreement also includes a broker-managed model to oversee vendor relationships, vet solutions, and provide continuous consultation for technical refinements.
