The object of the contract is the supply and installation of a network of pipes for charging the 125 new electric vehicles at the depots (D/S) of Votanikos, Anthousa, and P. Ralli, to meet the needs of O.SY. M.A.E. Due to the operational requirements of the transportation project in the Attica Region, the extent and form of the urban road transport network, the immediate need for the supply of electric buses, and in order to avoid delays regarding the procedures for locating electric chargers at points of the road network, the charging of the electric buses will take place at the depots with slow chargers of 360 KW. More specifically: The object of the contract, as detailed in the relevant annexes of this announcement, includes the Electrical infrastructures regarding the new electrical installations with the addition of external Compact substations (Kiosks) with the corresponding external Electrical Boards (PILLARS) for supplying the added electrical services for the new chargers of the Electric Buses. The duration of the contract is set for a period of six (6) months from the delivery of the depots free to the contractor for the purpose of commencing work. The contract includes a clause for the revision of the quantity, according to article 337 (par. 1 subpar. a) of law 4412/2016 and Annex IΒ of this announcement, with a unilateral declaration of the Contracting Authority, up to 7.5% for the increase of the quantity, as well as a right of restriction of up to 50% for the reduction of the quantity, always within the approved budget. Also, in the contract, according to article 316 (par. 1) of law 4412/2016 and Annex IΒ of this announcement, a right of option is included, with a unilateral declaration of the Contracting Authority, for 7.5% in the case of awarding a larger quantity, as well as a right of restriction of up to 50% in the case of awarding a smaller quantity. The quantities will be finalized prior to the award, after consulting with the competent advisory body. This specific right is exercised provided that the awarded amount does not exceed the budgeted cost. The contract will be awarded based on the criterion of the most economically beneficial offer, exclusively based on price (lowest price). The award of the supply will be made to the supplier who offers the lowest price as it will emerge from their submission in the E-SDIIS, for the entirety of the contractual object. Alternative offers are not allowed. It is emphasized that the offer must cover the entirety of the supply including installation/placement, excluding any offers that refer to part of this. It is noted that the economic entities, before submitting their offer, are obliged to visit the sites where the said equipment will be installed to gain full knowledge of the spatial conditions, after previously having received from the central service the relevant appendices with the plans/layouts. Visits to the sites will take place after communication of the economic entities with the relevant departments of the depots no later than 3 days before the deadline for submission of offers. In the case where only one (1) admissible offer is submitted, a negotiation/improvement process of the economic offer will follow through the System (E-SDIIS) upon Invitation to the economic entity. In the case of no improvement of the economic offer, the Contracting Authority reserves the right to cancel the award process for this specific item if, in its sole discretion, it deems that sufficient competition has not been ensured. The aforementioned negotiation process will be carried out by the evaluation committee of the tender and the outcome will be included in the award decision.
