The DVZ Data Processing Center Mecklenburg-Vorpommern GmbH (Client) intends to establish two framework agreements based on EVB-IT service contracts (long version) to compensate for insufficient personnel resources. The services to be requested include
■ IT services (Lots 1 and 2),
■ IT work services (Lot 1) as well as
■ optionally for the bidder IT services through employee leasing (Lot 1)
within the scope of upcoming IT projects, initiatives, and programs as well as IT training on the topics of E-File, DOMEA, and scanning solutions based on Kofax Total Agility, which the client implements for itself or as an IT service provider for the state of Mecklenburg-Vorpommern for its clients in state administration (needs holders). The services are divided into the following lots:
■ Lot 1: Digital Accessibility
■ Lot 2: Training on E-File, DOMEA, and Scanning Solutions

Digital Accessibility.
In the context of the digitization of administration in Mecklenburg-Vorpommern (M-V) and further upcoming IT projects, initiatives, and programs in M-V as well as to ensure the timely and needs-based provision of services, external support in the area of accessibility is required. This support will primarily take place in the area of accessibility testing. The contractor's task will mainly be to conduct accessibility tests in the form of expert evaluations.
In the course of the implementation of the EU Directive (EU) 2016/2102 (Accessibility of the websites and mobile applications of public bodies) dated October 26, 2016, public authorities in Mecklenburg-Vorpommern are obligated to design their websites and mobile applications to be accessible. Under § 164 SGB IX and the Ordinance on Places of Work, internal applications must also be made accessible. The services to be provided are divided into the following roles:
■ Tester for digital accessibility
■ Instructor for digital accessibility
■ Consultant for digital accessibility
■ Translator for content in easy language
■ Producer of accessible videos in German sign language

To fulfill its requirements and ensure the timely and needs-based provision of services, the client needs additional resources for conducting IT training.
