Description:
The concession involves the installation, maintenance, and operation of electric vehicle charging stations across municipalities in the Walloon Region, including obtaining necessary permits, providing real-time user information, and ensuring continuous service.

Subject of the concession: - The provision of charging infrastructure for lightweight electric vehicles: The charging stations to be implemented must meet the technical requirements defined in the technical specifications of the tender document. - The installation of charging stations: All necessary services are included, notably: - obtaining all necessary authorizations for the installation of charging stations and their commissioning, including any parking permits, road permissions, authorizations from the domain manager concerned, urban planning permits and/or unique permits, connection authorizations from the Distribution Network Manager, … ; - carrying out all works necessary for the installation and operation of the charging stations as well as restoring the area concerned once the installation is completed. - The maintenance and operation of the charging stations on the territory of the municipalities (except for certain locations situated on regional roads) that will make, via a road permission, the useful spaces located on their public domain available to the concessionaire. All the necessary services that are included, notably and without prejudice to the specifications provided in the technical clauses of the tender document: - the continuous provision of a secure charging service at each charging point and its billing; - real-time information to users on an online platform regarding the location and availability of the stations; - information on the cost of charging, on the state of the charging session, on the configuration of the station (type of socket, maximum power, …), on the number of connections, and the energy distributed per station; - the establishment of a back-office system allowing for software upgrades as well as the detection of faults and their repair when feasible remotely; - periodic and preventive technical maintenance of the charging stations, including all related infrastructures, and their cleaning, including the removal of graffiti, ensuring they are operational and clean at all times; - troubleshooting of charging stations, including their potential replacement, and of all related infrastructures to ensure their availability and the charging service; - the establishment of a real-time information service, via an online platform, providing access to all data related to the state and use of the charging stations; - the relocation or dismantling, temporarily or permanently, of the charging stations, including all related infrastructures, in the event of works on the area concerned; - the provision, installation, and operation of new charging stations, whether to replace existing stations or to add others not identified in the inventory of predefined locations attached to the technical clauses of the tender document, whether in existing stations or in new stations; - the dismantling, if necessary, of the charging stations at the end of the concession and of all related infrastructures, as well as restoring the concerned area. The number of stations and charging points per station and their geographical distribution: These are set by the inventory of predefined locations attached to the technical clauses of the tender document (CDC), without prejudice to modifications that may be decided according to point III.14.1. of the CDC. The concessionaire will be responsible for installing 1,724 charging stations in public domain locations belonging to the municipalities of this concession. It is noted that the service concession will grant the concessionaire only a limited exclusivity for the charging stations installed under this concession. Joint service concession: The Intermunicipal Agency IDETA scrl acts as the leading contracting authority in this joint service concession in the sense that this contracting authority acts on its own behalf and on behalf of other beneficiary contracting authorities namely the following territorial development agencies (ADTs): The SC Service Promotion and Initiative in the Province of Liège, The SC Economic Office of the Province of Namur, The SC Intermunicipal Economic Development and Planning Agency of the Heart of Hainaut, The Intermunicipals of the Idelux Group, The SCL Intermunicipal Study and Management, The SC Intermunicipal for the Management and Implementation of Technical and Economic Studies, The SC Intermunicipal of Brabant Wallon. This concession is considered joint in the sense that: - The IDETA leads the service concession procedure for its benefit and for the benefit of the other contracting authorities mentioned above. - The IDETA coordinates the Walloon deployment plan for charging stations and ensures the follow-up of the execution of the concession by the concessionaire for the duration of the concession and across the entire Walloon territory. Duration of the concession: 12 years from the conclusion of the concession contract with no possibility of renewal Timelines for the provision and installation of charging stations: The first half of the charging stations in each municipality's territory must be technically received within 365 calendar days from the conclusion of the concession and the second half within 730 calendar days from the conclusion of the concession. Compliance with these deadlines is done in accordance with the phasing implementation program of the stations established with the concerned Distribution Network Manager (GRD). Any delay in the described installation objectives will incur a penalty. Locations for the provision of services: Wallonia
