Description:
Expert technical assistance is needed for the organization, management, and reporting of project activities for Petrich Municipality under the Regional Development Program, ensuring compliance with the Grant Agreement and applicable regulations.

The subject of this public procurement is the "Selection of a contractor for conducting activities related to the organization and management of the project proposal of Petrich Municipality under procedure BG16FFPR003-2.002 "Support for integrated urban development in 40 urban municipalities" under the "Regional Development" Program 2021-2027." The main objective of this order is to assist the Contracting Authority in providing expert technical assistance for the organization, management, and reporting of the activities envisaged in the project of Petrich Municipality. The provision of expert services by the Consultant will ensure the process of quality and timely execution and reporting of project activities and the project as a whole, while adhering to the conditions of the Grant Agreement, the documents of the "Regional Development" Program 2021-2027, and all applicable regulatory documents. The selected contractor, supported by the internal team, will be responsible for the overall organization and coordination of the work process for the management and execution of the project and the activities within it, defining, specifying, and distributing specific tasks among the experts. The scope of the public procurement includes the following activities that should be carried out by the selected contractor:
1. Review and update of project execution documents;
2. Observation, control, and coordination for the execution of contracts within the project;
3. Review of reports and documents from external contractors for the existence of justification for payment and for the completeness and organization of documents confirming the work performed;
4. Verification of the eligibility of expenses before their execution and/or inclusion in payment requests;
5. Preparation, organization, and participation in on-site checks during the execution of project activities to certify the compliance of the expenses declared by Contractors with the actual progress of the project's execution;
6. Participation in working meetings of competence;
7. Preparation of payment requests, including verification and organization of the necessary documents collected by the Beneficiary that accompany requests for reimbursement of funds;
8. Assistance in preparing technical reports on project execution progress and other necessary documents related to them;
9. Participation in the process of reflecting findings and recommendations from the Managing Authority during the cost verification process;
10. Assistance in preparing correspondence in the ISUN 2020 system, notifications, and other activities in the system related to daily technical support;
11. Preparation of requests for amendment of the Grant Agreement, including accompanying documents (if necessary), as well as the necessary reports, analyses, and assessments of progress regarding what was set out in the Grant Agreement;
12. Communication with project stakeholders, including the Managing Authority of the PRR 2021-2027, other controlling and auditing bodies, institutions, and organizations;
13. Informing the Contracting Authority of problems and difficulties arising during the execution of project activities, including presenting opinions of various natures and making recommendations - legal opinions on decisions of the Managing Authority regarding determining financial corrections on contracts with project contractors and refusals for verification for claimed reimbursement amounts; agreements on all legal issues arising in connection with project execution and other legal opinions related to the management and implementation process of the project; opinions on financial management and project implementation; engineering opinions on technical competence issues, where applicable; opinions related to monitoring and reporting risks to the project, as well as monitoring and control for compliance with the principles of not causing significant harm and/or the New European Bauhaus; opinions related to the Law on Environmental Protection and/or the Law on State Aid and/or the Law on Biological Diversity as necessary;
14. Preparation, participation as per competence and reflection of findings and recommendations during audit missions and checks (including unplanned) by the Managing Authority of the PRR, as well as other national and supranational bodies and institutions;
All activities should be performed in accordance with the requirements and guidelines of the "Regional Development" Program 2021-2027, the requirements of the Grant Agreement, applicable national and European legislation.
