The subject of the contract is the design, delivery, installation, and commissioning of photovoltaic panels, energy storage units, and an energy management system at the Clinical Psychiatric Hospital SPZOZ in Rybnik, as specified in PFU – Annex No. 1 to the SWZ.

4.3. The subject of the order includes: Building 27 - effective installation area 812 m2, installation power min. 87.4 kWp, energy storage min. 90 kWh Building 15 - effective installation area 400 m2, installation power min. 43.7 kWp and energy storage minimum 45 kWh, Building 18 - effective installation area 839 m2, installation power min. 97.52 kWp and energy storage min. 100 kWh. Building 29 - effective installation area 480 m2, installation power min. 54.28 kWp and energy storage min 60 kWh Building 20 – effective installation area 140 m2, installation power 13.80 kWp, and energy storage min. 15 kWh 1) as part of the subject of the contract, in the area of design works, the Contractor will perform: − inventory of the actual technical condition of the buildings for the installation of PV systems and energy storage as of the date of commencement of installation, − inventory of the actual condition of the electrical installation of the buildings for the installation of PV systems, 2) as part of the subject of the contract, in the area of execution works, the Contractor will carry out the following installation work covering the addresses of investments indicated in PFU: − verification of the technical condition of electrical installations in individual buildings, − construction of necessary structures for the installation of photovoltaic modules, − installation of photovoltaic modules on the structure, − installation and commissioning of energy storage units, − installation of inverters for photovoltaic installations, − laying wiring for connecting photovoltaic modules, − connecting inverters of photovoltaic modules to the investor's electrical grid, − modernization of electrical switchgear in individual buildings − installation of automation systems, − necessary modernization of the hospital's main switchgear to the required extent − performing installation tests and checking the correct operation of the equipment, − commissioning of the PV system and energy storage and adjustments, − training of personnel, − conducting necessary arrangements and submitting complete documentation to the OSD along with successfully completing all formalities with the Distribution System Operator (OSD) allowing for the operation of the described installations; 3) As part of the subject of the contract, in the area of construction works, the Contractor will carry out the following works, at the addresses of investments specified in PFU: − construction of necessary structures for the installation of PV panels − creating passages through barriers (ceiling, roof, walls) for laying electrical cables and their protection, − sealing of ducts at cable passage points, − carrying out cleaning works aimed at tidying the construction site and restoring the facility to its original condition. 4) The Ordering Party requires that the central BMS system handles all five energy storage units and related photovoltaic installations and ensures safe, stable, and optimal operation of the entire system. The BMS system must meet the following functional requirements: − Monitoring operating parameters – voltage, current, temperature of the cells, and state of charge (SOC) of each storage unit. − Protections – protection against overcharging, excessive discharging, overload, and overheating. − Cell balancing – ensuring even consumption of the battery and extending its lifespan. Charging and discharging control – optimizing energy flow in conjunction with PV inverters and energy storage units, including implementing a ‘Zero Export’ mode towards the external network. − Management of excess energy – directing surplus energy not utilized in buildings to storage units and the internal hospital grid. − Reporting and monitoring of environmental indicators – the ability to generate data and reports for a selected period, including: greenhouse gas emissions (t CO₂/year), amount of generated electrical and thermal energy from renewable sources, and the number of eco-friendly initiatives. − Integration with EMS – BMS must cooperate with the overarching energy management system for central monitoring, diagnostics, and optimization of the operation of all installations. The scope of the contract includes the preparation of a building project encompassing technical design, detailed execution project with all necessary opinions, agreements, and expert assessments in accordance with the scope defined in the Functional and Utility Program, hereinafter referred to as PFU (Annex No. 1 to the SWZ) and also obtaining a permit from the Silesian Provincial Heritage Conservator and submitting notifications or obtaining a construction permit decision, in accordance with the applicable provisions of the Act of July 7, 1994 Construction Law (Journal of Laws of 2021, item 2351 with subsequent amendments), referred to hereinafter as the PB Act, and also preparing: 1) a conceptual project with the calculated quantitative assortment of devices and installation materials and presenting it to the Ordering Party for approval, 2) detailed technical specifications for the execution and acceptance of construction works, hereinafter referred to as STWIORB, 3) a cost summary in the form of a simplified cost estimate, which will be an annex to the technical project accepted by the Ordering Party (bound in volumes containing a complete bill of quantities with their description) in 2 copies in written form and additionally in electronic form in pdf. and xls, 4) information regarding safety and health protection - BIOZ, 5) information sheet for the project and/or environmental impact report along with obtaining environmental decisions (if required), 6) consideration of all arrangements made with the bodies assessing the documentation in the relevant industries.
