The current procedure is divided into two lots depending on the technical characteristics of the facilities, as follows:
Lot No. 1 "Investment Design for the Implementation of Geotechnical Activities of Facilities from the Electric Power Transmission Network, Owned by ESO EAD"
Lot No. 2 "Investment Design for the Implementation of Geotechnical Activities of ESO EAD Facilities of Fourth and Fifth Category Construction, According to Art. 137 of the Spatial Development Act (ZUT)"
The contracting authority plans to conclude a framework agreement, in which not all conditions are specified, with up to three potential contractors for each lot separately for performing geotechnical design through calculations and exercising author's supervision. The duration of the framework agreement for each lot is 48 (forty-eight) months from its entry into force or until its estimated value is reached (the estimated value of the lot) – whichever of the two events occurs first.
For concluding specific contracts with persons from the framework agreement for each of the lots, the contracting authority will conduct an internal competitive selection (ICS) to determine the contractor, based on the economically most advantageous offer according to the assignment criterion "lowest price". In the appendices to the invitation to participate in the internal competitive selection or for the completion of the offer, the contracting authority will specify the facility, location, scope, volume, maximum allowable deadlines for execution, and the main technical specifications for performing the planned activities.
LOT-0001
Lot No. 1 "Investment Design for the Implementation of Geotechnical Activities of Facilities from the Electric Power Transmission Network, Owned by ESO EAD".
This order under Lot No. 1 envisages the conclusion of a framework agreement, in which not all conditions are defined, with up to three potential contractors for the execution of services for the preparation of investment projects for the implementation of geotechnical activities of facilities from the electric power transmission network, owned by ESO EAD, and exercising author's supervision during construction.
The contracting authority predicts that during the term of the concluded framework agreement under Lot No. 1, the frequency of expected assignments will be about one project on a biennial basis for facilities from the electric power transmission network with a voltage of 220 kV and 400 kV, representing first category constructions, according to Art. 137 of the ZUT, and about three projects on an annual basis for facilities from the electric power transmission network with a voltage of 110 kV, representing first category constructions, according to Art. 137 of the ZUT, including one or more of the following design parts:
Part: Geotechnics – prepared in phase: conceptual design and/or phase: technical design;
Part: Geodetic, phase: technical design;
Part: Structural, phase: technical design;
Part: Architectural, phase: technical design;
Part: Water Supply and Sewerage (ViK), phase: technical design;
Part: Electrical – power, lighting, structural, grounding, and lightning protection installations, phase: technical design;
Part: Road, phase: technical project;
Part: Fire Safety;
Part: Safety and Health Plan;
Part: Construction Waste Management Plan;
Part: Calculation Documentation.
The specific technical specifications with detailed description of the facility and the scope of the investment design, subject of each public procurement under the framework agreement, will be specified in the appendices to the invitation to participate in the internal competitive selection or for the completion of the offer.
LOT-0002
Lot No. 2 "Investment Design for the Implementation of Geotechnical Activities of ESO EAD Facilities of Fourth and Fifth Category Construction, According to Art. 137 of the ZUT".
This order under Lot No. 2 envisages the conclusion of a framework agreement, in which not all conditions are defined, with up to three potential contractors for the execution of services for the preparation of investment projects for the implementation of geotechnical activities of ESO EAD facilities, of fourth and fifth category constructions, according to Art. 137 of the ZUT, and exercising author's supervision during construction.
The contracting authority predicts that during the term of the concluded framework agreement under Lot No. 2, the frequency of expected assignments will be about one project on a four-year basis for constructions of the fifth or fourth category, according to Art. 137 of the ZUT, including one or more of the following design parts:
