Description:
The framework agreement aims to select service providers for conducting energy audits and pre-feasibility studies for renewable energy systems to support municipalities in achieving carbon neutrality by 2040.

This framework agreement is part of the purchasing center of the Gaume Natural Park. Its purpose is to designate one or more service providers for the implementation of several stages of a comprehensive, long-term real estate strategy aimed at achieving carbon neutrality by 2040 for the municipal administrations that have joined the purchasing center and expressed their interest in this market. This real estate strategy involves the following stages for each municipality: 1. Purchase of meters and monitoring of consumption and air quality 2. Complete a "building summary sheet" for each building; 3. Conduct energy audits; 4. Carry out pre-feasibility studies for SER systems; 5. Formulate current and future needs; 6. Prioritize buildings for renovation; 7. Investment strategy; 8. Establish an action plan; 9. Evaluate human resource needs for the implementation of the action plan. This service contract only concerns stages 3 and 4, which are represented in the form of lots.

Energy Audits.
These audits must be carried out by a certified UREBA auditor. The energy audits should enable, based on a detailed analysis of site data, to produce a quantified and reasoned proposal for energy savings and renewable energy production programs, convincing the project owner to decide on appropriate investments. The audits must be conducted by a participant hereafter referred to as "the service provider," who has the independence, necessary competence, and references attesting to this competence. Furthermore, with a view to quality, the service provider will ensure compliance with the following rules: accurately assess the energy savings achievable on the building subject to a decision-aiding study, and quantify the economic conditions of realization; follow a rigorous approach explained and justified in their study reports; be exhaustive in their recommendations and provide all necessary objective information to the project owner to decide on the next steps; not to favor a priori a type of energy or certain methods of energy supply or any other service (steam, cold, hot, compressed air, electricity…); not to intervene in an establishment with respect to which they would not provide all guarantees of objectivity, particularly concerning installations designed, implemented, or primarily managed by themselves; not to include any commercial approach regarding goods or services (related to the recommendations) during their intervention. The energy audits referred to in this contract will be conducted according to the recommendations of the Walloon Government orders and supplemented by the additional specifications of this present specifications document. The energy audits must contain at least the AGW requirements and be compliant with UREBA. Estimated number of energy audits to be ordered under this contract: 124.

Pre-Feasibility Studies for SER Systems.
These studies must be conducted either on the auditor's advice following energy audits or at the request of the municipality owning the building(s) concerned by a certified UREBA or AMURE auditor in renewable energy competency. The studies may concern biomass boilers, heat networks, solar thermal, air or geothermal heat pumps, photovoltaics… This list is not exhaustive. The mission consists of establishing a pre-feasibility study covering the necessary elements for an objective decision-making regarding the continuation or not of a project. The minimum specifications to be respected are those of Annex 3 of the AGW AMURE in its latest revision.1
