Cloud platform services.
The intended Contract encompasses: the Transition, Transformation, Management and Maintenance, and Exit of the Cloud platform services. The contracting authority aims to take control over the IT services and seeks to entrust as much operational service as possible to a managed cloud service provider. The contracting authority remains responsible for user support regarding the IT service desk, workstations, Office365, and the functional application management of the Applications. Collaboration with the supplier is anticipated for 3rd-line support concerning the modern workplace, Office365, and identity and access management.
The Tender concerns multiple lots and services that are being offered in one parcel in the market. These lots are categorized into logical units of services, referring to IT services (# and lots) and building blocks (BS) as included in Annex 12 Global Architecture Diagram, and further specified in paragraph 2.7 of the guidelines. The estimated financial scope of the Contract, including one-time transition/transformation and all options and extensions, is assessed by the contracting authority to be between 2.3 and 3.5 million euros. The mentioned scope is intended only as an indication; the Contractor cannot derive any rights from it. All mentioned amounts are exclusive of VAT.
For clarification, lots A – F include the following periodic services within the scope of the Contract:
Management: all activities aimed at bringing and keeping the Cloud platform in operational state:
Maintenance: corrective and preventive maintenance and support of the Cloud platform;
Further development: innovative maintenance of the Cloud platform with periodic advice on new versions of services and architecture based on market developments, technological innovations, and changes in laws and regulations;
For clarification, lots G– I include the one-time (project-based) activities within the scope of the Contract:
G Transition: all activities aimed at taking over the management and maintenance and further development of the current Cloud platform ‘as-is’;
H Transformation: all activities to transition from the current situation to the desired situation in lots A to F;
J Exit: all activities for transferring the services upon termination of the agreement to the contracting authority or a subsequent supplier according to the agreed Exit plan.
The minimum requirements that the Contractor must adhere to in executing the Contract are included in the Tender documents, including Annex 10 Program of Requirements. Bidders must unconditionally conform to these, under penalty of exclusion, which they do by submitting a Bid. The estimated financial scope of the Contract, including one-time transition/transformation and all options and extensions, is assessed by the contracting authority to be between 2.3 and 3.5 million euros.
