Services for developing a study on updating the national emission forecasts, identifying and establishing additional measures to reduce air pollutant emissions necessary to meet national commitments for emissions reduction by 2030, in accordance with obligations undertaken by ratification of the protocols of the Convention on Long-range Transboundary Air Pollution (CLRTAP) and the requirements of the Directive on the reduction of national emissions of certain air pollutants [Directive (EU) 2016/2284].
To satisfy the identified need, services will be purchased for the development of the "Study on updating the national emission forecasts, identifying and establishing additional measures to reduce air pollutant emissions necessary to meet national commitments for emissions reduction by 2030, in accordance with obligations undertaken by ratification of the protocols of the Convention on Long-range Transboundary Air Pollution (CLRTAP) and the requirements of the Directive on the reduction of national emissions of certain air pollutants [Directive (EU) 2016/2284]."
The purpose of the procurement of services is to carry out the mentioned study to improve the capacity of the Ministry of Environment, Waters, and Forests regarding Romania's reporting obligations as a member state of the EU/Party to the LRTAP Convention.
The results of the study consist of the deliverable document:
- Report entitled "Report on updating the national emission forecasts, identifying and establishing additional measures to reduce air pollutant emissions necessary to meet national commitments for emissions reduction by 2030."
The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submission of offers. The number of days by which clarifications can be requested before the deadline for submission of offers is: 18.

- Report entitled "Report on updating the national emission forecasts, identifying and establishing additional measures to reduce air pollutant emissions necessary to meet national commitments for emissions reduction by 2030."
The general objective is to meet the commitments for reducing air pollutant emissions, established for Romania by Directive 2016/2284 and the Gothenburg Protocol of the LRTAP Convention, and to fulfill reporting obligations in accordance with the requirements of these regulations at EU and international level.
The specific objective of the proposed study is the Update of national emission forecasts for pollutants according to the new version of the Guidelines for the reporting of emissions data and forecasts under the Convention on Long-range Transboundary Air Pollution (EMEP/EEA Guide) and the policies and measures for reducing emissions applicable to relevant activity sectors, included in the National Air Pollution Control Program (NAPCP).
To achieve the specific objective, the main activities that the provider must carry out are the following:
1. Documentation considering at least the references indicated in the specifications section 4.2, point 1.
2. Documentation considering at least the references indicated in the specifications section 4.2, point 2.
3. Updating for the years 2025, 2030, and for the years 2040 and 2050 of the national emission forecasts reported by Romania in 2025, which have been developed on aggregated NFR categories, and completing them in accordance with the individual nomenclature for reporting source categories (NFR) according to the new reporting requirements from the EMEP/EEA Guide (latest version), for the main air pollutants (SOx, NOx, NH3, nmVOC, PM2.5, and BC if available) which will mainly consist of carrying out the activities indicated in specifications section 4.2 point 3.
4. Determining, through mathematical modeling of pollutants emitted into the air and presenting the anticipated impact on improving air quality (scenario with measures and scenario with additional measures), with qualitative and quantitative description of the anticipated improvement of air quality on national territory and, as far as possible, in neighboring member states by performing the activities indicated in specifications section 4.2, point 4.
5. Developing and presenting the report on updating the national emission forecasts, identifying and establishing additional measures to reduce air pollutant emissions necessary to meet national commitments for emissions reduction by 2030, according to the content requirements of the NAPCP presentation from Decision (EU) 2018/1522 and the recommendations from the Commission's Communication - (2019/C 77/01). In this regard, the report will include the updated information presented in specifications section 4.2, point 5.
