The subject of the public procurement contract is the execution of current repairs on traffic light systems and the implementation of an intelligent transport system for traffic management and an automatic system for monitoring and counting traffic at intersections within the territory of Ruse municipality, including the delivery of necessary modules and elements, in order to ensure safe and smooth traffic flow in the city. The intelligent transport system will make transportation in the city of Ruse safer, more efficient, and more sustainable by applying various information and communication technologies to all modes of transport. With the implementation of the ITS within the city, traffic will be able to be divided into public urban transport, automotive, bicycle, and pedestrian traffic. Such a division of traffic participants is of great importance for the most detailed and accurate data collection. For the development of urban mobility, data collection is mainly carried out via roadside sensors or by indirect methods. In urban conditions, data collection will be developed through sensors, detectors, or video cameras located at intersections and key road arteries. They will provide information about traffic such as density, flow speed, queue lengths at traffic lights, congestion points, and average traffic speed. ITS will enable preventive control by the municipality through managing access to urban zones, optimizing traffic light operations to allow traffic flow without delays; controlling vehicle flows and preventing congestions, which in turn leads to monitoring environmental impacts (impacts from noise, vibrations, pollution, etc.).

Upon execution of the contract, the activities described in detail in the technical specification must be carried out and include:
Delivery and implementation of an intelligent traffic management system, which must meet the following minimum requirements for key parameters:
o Capability for implementing fixed-time signal plans - embedded in time schedules
o Capability for adaptive signal plans using information from external sources (cameras, road detectors, etc.) in real time
o "Green wave" mode
o Mode set by the Traffic Management Center
o Manual control from a central dispatcher point
o On-demand mode - from pedestrian buttons, transport detectors, "Green street" for ambulances, fire trucks, etc.
o Emergency yellow
o All off mode
Delivery and installation of controllers/modules for traffic light control that must meet the following minimum requirements for key parameters:
o Operation in a wide temperature range
o Continuous self-diagnostics:
o Burnt-out light – red, yellow, green (the last two optional)
o Conflicting green lights in case of technical defect
o Incorrect configuration of traffic organization
o Upon protection activation, immediate switching to “emergency yellow” or “all off” mode to avoid dangerous light combinations
o Easy determination of number and location of burnt-out lamps
o Provided interface for communication with the Traffic Management Center and other intersections to ensure the "green wave"
o Possibility for manual controller operation
o Reception of special signals from vehicles with special driving modes
o Recording and saving statistics
o Capability for integration with external traffic monitoring and management systems
Delivery and implementation of an air pollution measurement system that must meet the following minimum requirements for key parameters:
• Fine particulate matter PM10 – suspended particles with aerodynamic diameter ≤ 10 µm, measured in µg/m³;
• Fine particulate matter PM2.5 – suspended particles with aerodynamic diameter ≤ 2.5 µm, measured in µg/m³.
Guaranteeing the safety and cybersecurity of the intelligent traffic management system by:
o Providing secured communication channels
o Reliability of management in emergency situations
o Automatic diagnostics and notification upon malfunctions
The object of works under this public procurement contract includes:
modernization of traffic light systems at 5 intersections within the city of Ruse - Yalta, Olimp, Kotovsk, MALL and Avko intersections located along Lipnik boulevard and implementation of an intelligent traffic management system. The system provides data on vehicle traffic counting and enables the collected data to be used for statistics and analysis.
Execution deadline
The execution deadline shall be as proposed by each participant in their offer to execute the contract, within the following limits set by the Employer: a minimum period of no less than 140 (one hundred and forty) calendar days and a maximum period not exceeding 300 (three hundred) calendar days, including the periods for coordination and approval of the work and commissioning.
Note: The period includes 30 days for conducting an operational test of the system on site.
The contract execution deadline starts from the date of receipt of the contract award letter.
Note: A participant whose offer contains an execution period shorter than the minimum established and/or longer than the maximum established period will be excluded from the procurement procedure.
Minimum mandatory environmental requirements
The Contractor is required to comply with environmental requirements during delivery and installation, as well as during the execution of the contract, and to follow the instructions of the Employer and other competent authorities in accordance with applicable environmental legislation.
The proposed equipment must comply with the minimum environmental requirements (requirements for energy characteristics and hazardous substances) provided for product group "Computers and monitors" from Annex No. 1 to Art. 4 of Regulation No. N-1 of 23.07.2024 on environmental requirements for certain products subject to public procurements (published in State Gazette, issue 64 of 30.07.2024) (where applicable).
