The subject of this contract is the design and execution of the Investment entitled: "Reconstruction of the Wastewater Treatment Plant in Paczków." The subject of the order includes the comprehensive implementation of the Investment, in particular:
a) preparation of complete design documentation, obtaining all necessary administrative decisions, opinions, and approvals required by law, including, among others, a building permit and (if applicable) updating the water law permit;
b) execution of all construction works and delivery of machinery and equipment in accordance with the approved design documentation and Terms of Reference (TOR);
c) exercising author's supervision during the construction works;
d) conducting the full Start-up and Trial Operation process (Operational Test) along with confirmation of achieving Control Parameters and Ecological Effect;
e) obtaining the final occupancy permit decision on behalf of the Contracting Authority;
f) providing Warranty under the conditions specified in the contract;
g) providing Service (Maintenance) for 12 months from the date of signing the Final acceptance protocol of construction works;
The investment is carried out in a floodplain area.
The scope of the order also includes Service tasks under the conditions indicated in the TOR.
After the flood that occurred in 2024, the technical condition of the existing treatment plant prevents its normal operation. Currently, the plant operates in a temporary system. The plant requires urgent reconstruction taking into account the floodplain location. Based on the requirements specified in the TOR, a new wastewater treatment plant must be designed, built, and achieve ecological effects in practice with advanced mechanical and biological treatment systems, sludge management, power supply, control, and monitoring.
Meeting the locational requirements for the reconstruction of the wastewater treatment plant in Paczków requires the design and execution of demolition works and technological facilities with parameters ensuring proper operation and structural durability during possible floods and storm inflows that destabilize the plant's operation, also considering the complex ground conditions described in the TOR. The design documentation prepared by the Contractor, prior to obtaining the building permit and at the technical design stages, must be approved by the Contracting Authority.
The Contractor will attach to the PAB project a list of designed devices including the Manufacturer's name and basic technical parameters for capacity, power, and materials, compliant with the requirements specified in the TOR. After completing and commissioning the plant, the Contractor will be obliged to document the required process guarantees defined in the TOR.
In the offer, the Contractor will calculate provision of full and free warranty service for 1 year, including inspections (together with materials, consumable parts, lubricants, etc., complete demand) required by the device suppliers to maintain the warranty.
A detailed description of the subject of the contract is provided in Part III of the Terms of Reference, and also results from the TOR (Part II of the Terms of Reference). Below are the main requirements for the implementation of the subject of the contract.
Due to the implementation of the order under the "design and build" formula, detailed parameters, technical specifications, communication protocols, cybersecurity certificates, as well as system and ICT solution architectures will be subject to verification and approval by the Contracting Authority / Contact Engineer at the design documentation stage and in the material request procedure, in accordance with the provisions of the Procurement Procedure Guidelines. At the offer submission stage, the Contractor is obliged to submit a statement in the Offer Form confirming full compliance with the requirements of the TOR in the area of technology and ICT systems and including all necessary works, software, licenses, and implementations in the lump sum offer price.
