Implementation of an intelligent traffic management system within UAT Tuzla, consisting of: signaling and lighting systems for pedestrian crossings, a parking management system in the central area of the commune, and the introduction of an information system using information panels. The works will be executed in accordance with the requirements of the Technical Project documentation no. 519/2023, the Execution Details, and the Specifications for the Intelligent Traffic Management System in Tuzla Commune, Constanta County.
The project is financed through PNRR – Component 10 – Local Fund – I.1.2. – Ensuring the infrastructure for green transport – ITS/other ICT infrastructure.

The project's objective consists of implementing an intelligent traffic management system consisting of: signaling and lighting systems for pedestrian crossings, a parking management system in the central area of the commune, and the introduction of an information system using variable message panels according to the description below:
• Signaling system for each pedestrian crossing with light indicators and an intelligent detection and warning system using backlit indicators for pedestrian crossings;
• Four CCTV cameras for video surveillance in the pedestrian crossing areas;
• Additional lighting system for pedestrian crossings at night;
• Information and warning panels for vehicle drivers regarding speed limits;
• Installation of 2 dynamic VMS information panels, one at the southern entrance of the commune and the other in the area of the Tuzla Commune Town Hall;
• Introduction of an access control system through barriers with a payment system in the two parking areas near the Tuzla Commune Town Hall;
• Underground wiring for connecting the equipment to the electricity supply system and to the communication system for the barriers and information panel in the Tuzla Town Hall area;
• 4G communication system for CCTV cameras and the VMS information panel at the southern entrance of the commune;
• NVR recording system for CCTV video cameras;
• Workstation with 2 monitors installed in the Tuzla Commune Town Hall.
The technical specifications of the equipment that are part of the project, as well as the necessary software and applications for their operation, are described in the attached documentation.
Works according to the project:
• Establishing conduits for the installation of power and communication cables and for connecting the equipment and video cameras;
• Establishing the foundations for the poles with brackets and the foundations for the poles for the VMS panels in the area adjacent to the road without affecting it, as well as the foundations for barriers and payment terminals within the parking lots;
• Procurement of poles and installation on special foundations;
• Installation of barriers and payment terminals on the completed foundations;
• Installation of the intelligent traffic management system equipment in the pedestrian crossing areas and the information panels;
• Connecting and configuring the equipment;
• Installation of all cables and fiber optics;
• Connecting the equipment in the central point from NRV and the workstation within the Tuzla Commune Town Hall.

In accordance with the provisions of art. 160 paragraph (1) and (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submitting offers. The deadline by which any interested economic operator can request clarifications or additional information regarding the awarding documentation is 19 days before the deadline for submitting offers.
