NOTICE OF EXPRESSION OF INTEREST FOR THE RECRUITMENT OF A CONSULTANT FOR THE DEVELOPMENT OF ENVIRONMENTAL AND SOCIAL CLAUSES (CCES) FOR PUBLIC PROCUREMENT OF SUPPLIES, SERVICES, INTELLECTUAL SERVICES, AND WORKS

  1. The Government of Benin has received financing from the International Development Association (IDA) to cover the cost of the Economic Governance Program for Service Delivery (PGEDS) and intends to use part of these funds to make payments under the contract for the recruitment of a consultant for the development of Environmental and Social Clauses (CCES) for public procurement of supplies, services, intellectual services, and works.
  2. The services to be provided by the consultant (firm) aim to equip the national public procurement system with a set of environmental and social clauses relating to public procurement of works, supplies, services, and intellectual services. In this context, the consultant must specifically (i) assess the current state of requirements, standards, and practices regarding environmental and social issues in public procurement in the Republic of Benin; (ii) develop a set of environmental and social clauses applicable to public procurement of works, supplies, services, and intellectual services in compliance with WAEMU standards and good international practices.
  3. The estimated duration of the mission is three (3) months from the date indicated in the service commencement order.
  4. The Coordinator of the Economic Governance Program for Service Delivery (PGEDS), Contracting Authority, hereby invites eligible consultants (firms) to submit their applications to provide the services described above.
  5. In this regard, interested firms must provide information indicating that they are qualified to perform the services (references regarding the execution of similar contracts). The firm must provide evidence of its experience (certificates of satisfactory execution + extracts from contract documents, etc.).
  6. The firm will be selected using the “Consultant Qualification Selection” method described in paragraph 7.11 of the World Bank Procurement Regulations dated July 2016 revised in February 2025. Following the evaluation of expressions of interest, the firm with the best level of qualifications and experience related to the mission will be invited to submit a technical and financial proposal.
  7. Attention of interested firms is drawn to paragraphs 3.13, 3.15, and 3.16 of Section III of the World Bank Procurement Regulations, which describe the Bank's policy regarding conflicts of interest.
  8. Firms may associate with other firms in the form of a joint venture to enhance their qualifications. In the case of a Joint Venture, all partners of the Joint Venture will be jointly and severally responsible for the entire contract.
  9. Expressions of interest written in French and in four (04) copies (1 original and 3 copies), stating “Recruitment of a consultant for the development of Environmental and Social Clauses (CCES) for public procurement of supplies, services, intellectual services, and works” can be submitted, from the date of publication of this notice until _____________________ at 10:00 AM GMT +1 (Cotonou time) at the latest, to the Private Secretary of PGEDS at the address below.

Bids will be opened on _______________________ at 10:30 AM GMT+1 (Cotonou time) in the PGEDS meeting room in the presence of consultants or their representatives who wish to attend.

General qualifications of the consultant

1.1

Be a firm engaged in research, evaluations, and studies of economic, social, and environmental impacts: 10 points

  • Non-registration of the service area on the RCCM or the statutes or absence of certificates justifying the different missions carried out in the field = 00 points
  • Registration of the service area on the RCCM or the statutes or presence of certificates justifying the different missions carried out in the field = 10 points

The consultant must provide documents proving their area of activity related to the mission through:

- Registration of the field in the commercial register, the statutes or any other legal incorporation document;

- Certificates justifying the different missions carried out.

1.2

Justify at least five (05) years of professional experience in the field of research, evaluations, studies of economic, social, and environmental impacts: 10 points (At the rate of two (2) points per year of experience)

The number of years of experience will be determined based on the oldest mission of research, evaluations, studies of economic, social, and environmental impacts proven by the firm. Evidence to be provided includes notarized copies of certificates of satisfactory execution supported by the front and signature pages of the corresponding contracts (simple copies)

Specific experiences of the Consultant

2.1

Have carried out at least four (04) missions for the development of environmental and social clauses applicable to procurements for works, supplies, services, and intellectual services: 60 points (15 points per mission for a total of 04 missions)

The consultant must provide a list of technical references related to this mission.

Each mission must be accompanied by:

  • A descriptive sheet according to the model attached to the AMI and
  • Evidences (Notarized copies of certificates of satisfactory execution supported by the front and signature pages of the corresponding contracts containing the terms of reference (simple copies), etc.).

2.2

Have carried out at least two (02) missions for the evaluation of the public procurement system for the benefit of a country: 15 points (7.5 points per mission for a total of 2 missions)

2.3

Technical and administrative capacity of the firm:

The consultant must produce a presentation note of the firm and its organizational chart, which will be evaluated as follows:

  • Quality of the technical and managerial description of the Consultant: one (1) point
  • Presence and quality of the Organizational Chart with positions: one (1) point
  • Presence of permanent management personnel: two (2) points for four positions (Firm Director, Technical Director, Administrative and Financial Manager, and Secretary)
  • Availability of an office or headquarters: one (1) point

NB : In case of equal points, the consultant who has carried out more assignments related to the development of applicable environmental and social clauses for works, supplies, services, and intellectual services markets will be selected. In case of continued tie, the consultant who has carried out more assignments for the evaluation of the public procurement system for a country will be selected.



Certificates of successful execution or legally recognized service completion supported by copies of contracts (including the Terms of Reference in simple copy) are the means of proof to provide to justify each assignment completed.
