The object of the contract is to procure services for the development of the "Study on Strengthening the National Inventory of Air Pollutant Emissions." The purpose of the service procurement is to improve the capacity of the Ministry of Environment, Waters, and Forests, specifically the National Environmental Protection Agency, to develop the national inventory of air pollutant emissions at a higher level of approach for certain activity sectors for which it is necessary to adapt the national specifics of data for estimating emissions, as a reference for assessing compliance with the objectives of reducing air pollutant emissions. The results of the study consist of the deliverable document: - A report titled "Strengthening the National Inventory of Air Pollutant Emissions for Certain Activity Sectors." The overall objective is to more rigorously fulfill the reporting obligations of the national inventories of air pollutant emissions in accordance with the requirements of Article 8(1) of EU Directive 2016/2284 on the reduction of national emissions of certain air pollutants and the CLRTAP. The specific objective of the proposed study is to improve the national inventory of emissions of air pollutants for the activity sectors - Combustion in manufacturing and construction industries: - iron and steel manufacturing and manufacturing of ferroalloys and non-ferrous metal manufacturing, and - Residential - Residential heating, food preparation. To achieve the specific objective, the main activities that the contractor must perform are as follows: i. Analysis of the national inventory of air pollutant emissions reported on the platform https://cdr.eionet.europa.eu/ro/eu/nec_revised/inventories/ for the period 1990 – 2023; ii. Proposal for improving the national inventories of air pollutant emissions for the period 1990 – 2023 for the following activity sectors, as follows: a) Combustion in manufacturing and construction industries - iron and steel manufacturing and manufacturing of ferroalloys (NFR 1A2a) and non-ferrous metal manufacturing (NFR 1A2b), by collecting and processing data to enable a transition to a higher level of emission estimation. This mainly involves the analysis of national inventories of emissions, identifying, and collecting as detailed information as possible at the level of economic operators in these sectors regarding: technologies used in production processes, types of processing facilities, and specific fuel consumption for each production stage. The collected data will then be analyzed and processed to enable a transition to a higher level of estimating air pollutant emissions for the two distinct categories (NFR 1A2a and NFR 1A2b). Currently, emissions from fuel combustion in the steel industry (NFR 1A2a) are estimated based on data from energy balances, and emissions for non-ferrous metals (NFR 1A2b) are included in this category; in national energy statistics, the annual fuel consumption for these two categories is aggregated, therefore a separate estimate of the emissions associated with these sources is necessary. b) Residential - Residential heating, food preparation (NFR1A4bi), through the collection and processing of data and calculating the national emission factors for biomass taking into account the specific conditions at the national level. This primarily involves the analysis of national inventories of emissions, conducting surveys and research, as applicable, on representative samples (depending on location and type of dwelling) that provide information about the combustion devices used, for example: open fireplaces, conventional stoves, high-efficiency stoves, advanced/eco-label stoves and boilers, conventional boilers < 50 kW, as well as pellet stoves and boilers, the technologies used. These estimates will consider the distribution of biomass consumption among the population, the combustion technologies used, and time/proportion variables, given that emissions are significantly influenced by the type of fuel and the combustion technologies applied. The collected data will be analyzed and processed, with the calculation of specific national emission factors for each type of combustion device for the biomass fuel type (wood, wood pellets, similar wood waste, etc.). Note: The beneficiary, with the support of the representatives of the National Environmental Protection Agency (ANMAP) with responsibilities in developing national inventories of air pollutant emissions, will provide the contractor, in a timely manner, the data and information held that were used to compile the national inventory of emissions for the mentioned categories. iii. Development and presentation of the method for estimating emissions generated by activities in the categories mentioned in point i., in accordance with the recommendations of the EMEP/EEA Guide for the inventory of air pollutant emissions – latest version. iv. Providing assistance to the beneficiary/representatives of ANMAP, for correcting/completing the emission inventories for the categories mentioned in point i. by organizing by the contractor, with the beneficiary's support, a working group lasting 2 days to present the preliminary results of the study, which involves: - planning and organizing the event agreed upon with the beneficiary; the event will take place at the contractor/MMAP/ANMAP's headquarters, depending on the location established by mutual agreement with the beneficiary, with the participation of representatives from MMAP and ANMAP
