Description:
Construction and operation of publicly accessible electric vehicle charging stations across multiple locations in Wilhelmshaven, with a focus on user-friendly and high-quality service.

The subject of the services to be provided is the construction and operation (including maintenance and servicing) of publicly accessible charging infrastructure for electric vehicles in the area of the City of Wilhelmshaven. The City of Wilhelmshaven intends to have at least 230 and a maximum of 354 charging points for electric cars constructed and operated at 112 locations within the City of Wilhelmshaven. The concession award is to take place in seven lots. Bidders may submit offers for one, several, or all partial lots. The offer from a suitable bidder, which meets the minimum criteria (for each lot) and achieves the highest score (for each lot), shall be awarded the contract (for the respective lot). In case of a tie score (for each lot), a drawing lots procedure will be used.
After the contract is awarded (end of February 2026), the successful bidders have a maximum of two years to construct and put into operation the charging stations. The concessionaires commit to ensuring the operation of the charging facilities for a period of 10 years from the date of commissioning in accordance with the service description. An extension of the concession for another ten years is possible with mutual consent.

I. Minimum criteria
- Exclusion reasons: There are no disqualifying reasons according to §§ 123, 124 GWB.
- Commercial register entry: Business or commercial register entry according to the laws of the country of the community or the contracting state of the EEA Agreement where the bidder is based.
- Liability insurance: Confirmation that liability insurance can be provided upon award of the contract.
- References: Indication of at least two, maximum three reference projects according to the charging station regulation, of which at least one must be in the area of public charging infrastructure. If DC charging infrastructure is offered, at least one reference must relate to the establishment of DC charging infrastructure.
- Project management: Identification of a project manager with demonstrable experience.

II. Evaluation criteria
- Economic efficiency from the perspective of users: Comparative evaluation of costs for different model charging cases. The price components are to be entered in Annex 3a (for lots 1-6) or 3b (for lot 7) of the tender documents in the "Model Charging Cases" tab and guaranteed for 12 months from the contract signing.
- Economic efficiency from the perspective of the City of Wilhelmshaven: Comparative evaluation of the potentially offered concession fee in euros per location per year.
- Availability and service quality of the charging infrastructure (the basis for the evaluation is the description in the operational concept): Representation of user-friendliness and availability of a LIS/trouble management; representation of maintenance and servicing; representations of availability and quality of a telephone hotline.
- Charging capacity: Comparative evaluation of the total charging capacity offered for a lot. The offered charging capacity must be itemized by individual locations in the "Charging Capacity" tab.
- In the case of a bid for lot 7 ("GEIG lot"): If the bidder also submits an offer for the GEIG lot, they will receive additional points in the evaluation for an offer on lots 1-6.

Lot 1.
Lot 1 includes highly attractive locations in the city center such as the so-called Conti parking lot directly adjacent to the pedestrian zone, a location on Rheinstraße south of the pedestrian zone, as well as a location on Viktoriastraße near the event and conference center "Gorch-Fock-Haus", the state stage, and the Hans-Beutz-Haus (city library/adult education center). In the far south of the city, there are two attractive locations with tourist significance in this lot (in Ahrstraße within walking distance to the well-known Kaiser-Wilhelm Bridge and directly at the Wattenmeer visitor center within walking distance to restaurants, the naval museum, and the dike).
In the rest of the city, the central location at Wiesenhof (district of Aldenburg) with central functions is particularly noteworthy.
The lot is supplemented by decentralized locations with high proportions of multi-family housing and townhouses in districts such as Aldenburg, Altengroden, Fedderwarden, Fedderwardergroden, Heppens, Neuengroden, Siebethsburg, and Voslapp.
The focus is on basic supply with a high number of AC charging points and a limited number of DC charging points. DC charging points are mandatory at the locations Conti parking lot (No. 238) and Grundschule Wiesenhof (70). These should be supplemented with AC charging points. At several other locations, a supply of DC charging points, possibly with lower charging capacity, is also feasible.

Lot 2.
Lot 2 includes several attractive locations around the shopping areas in the city center and in the secondary center Gökerstraße/Bismarckstraße, including in Ebertstraße near the train station/Nordseepassage shopping center, the parking lot Peterstraße/Mellumstraße, and the parking lot in Zedeliusstraße.
Other attractive locations with a mix of retail and neighborhood-related supply of charging infrastructure are located in the district of Voslapp and Altengroden as well as centrally in the district of Sengwarden.
Furthermore, the lot is characterized by locations to supply residential areas with detached single-family houses, townhouses, and multi-family housing without parking spaces with charging options and a correspondingly high expected and partially already communicated demand.
Only a portion of the parking spaces near the train station/Nordseepassage shopping center is specifically designated for fast charging infrastructure. Supply with DC charging infrastructure is, however, particularly feasible at locations with additional small-scale retail offerings in the vicinity.

Lot 3.
Lot 3 is the so-called “Carsharing lot”. Particularly noteworthy are the highly attractive locations around the pedestrian zone (tourist information, Montsstraße) as well as the town hall square (Mozartstraße, Herderstraße, Grenzstraße). The lot is complemented by locations in areas with townhouses and multi-family housing that are expected to have high demand. The car-sharing lot includes three locations where, in addition to the charging stations, car-sharing sites are to be created, which can be electrified by a car-sharing provider. These locations are to be appropriately prepared. More information is included in the service description. The lot does not contain any locations where DC charging infrastructure is to be provided as mandatory.

Lot 4.
Lot 4 is designed as a pure AC lot, the installation of DC charging infrastructure is possible but not mandatory. Particularly attractive locations are around the city center (district court, centrally at the edge of the pedestrian zone, and at the parking lot Mellumstraße Metzer Weg on the other side of the pedestrian zone), in the tourist area near the South Beach, as well as in the central supply area Werdumer Straße in Altengroden. The locations in residential areas are also very attractive due to their central location for example in Siebethsburg or downtown or dense residential buildings in the vicinity.

Lot 5.
Lot 5 includes several highly attractive locations suitable for both standard and fast charging infrastructure, including the central parking lot in the secondary center Posener Straße/Preußenstraße, as well as the parking lots in Marktstraße and Müllerstraße. Other particularly attractive locations are located in Grenzstraße at the edge of the pedestrian zone, in the tourist area around the inner harbor (Kaiser-Wilhelm-Brücke and South Beach), in the southern city (Neckarstraße), and in Hansaviertel (Paul-Hug-Straße). Additional locations can be found in densely populated neighborhoods with multi-family housing (Fedderwardergroden, Heppens) as well as in areas with recreational functions (Störtebekerpark and Stadtpark) visited by regular outside guests.

Lot 6.
Particularly noteworthy in Lot 6 are the locations Bismarckplatz, Mozartstraße at the northern entrance of the pedestrian zone, as well as the parking lot at Gotthilf-Hagen-Platz. However, the other locations in Heppens such as Freiligrathstraße, at the family center East, in the villa district, and Tonndeich, as well as in Siebethsburg also show very high potential. Most locations are only suitable for normal charging infrastructure. The installation of fast charging infrastructure is planned at Bismarckplatz, and Gotthilf-Hagen-Platz also appears suitable.

Lot 7.
Lot 7 covers all municipal locations, for which the City of Wilhelmshaven is obliged to provide charging infrastructure under the Building Electromobility Infrastructure Act (GEIG) and where no charging infrastructure for electric service vehicles is already available or planned. The locations are distributed throughout the entire city area and are primarily intended for normal charging infrastructure. At individual locations, there are access restrictions for certain times or groups of people, but they are generally freely accessible for most of the day. Particularly noteworthy are the locations close to the city center such as the city library/adult education center in immediate proximity to the state stage, the pumping station, the primary school Rheinstraße, the city archive, and the recreational facility Krähenbusch. Very high demand is also expected at locations such as the city center primary school, the Rüstersiel primary school, the cemetery Friedensstraße, and the northern city locations due to use by residents, teachers, and/or guests.
Fast charging infrastructure is not mandatory in this lot, but may be sensible at some locations (for example VHS/city library).
