Complex Reconstruction of Hajnóczy Street - Design.
Within the framework of the design contract for the project identified as TOP_PLUSZ-1.3.2-23-SG1-2025-00014 entitled Complex Reconstruction of Hajnóczy Street, preparation of permit and detailed execution plans, designer supervision, and related ancillary services are to be provided. The area affected by the design: Szeged, between the facade planes of buildings bordering Hajnóczy Street, from the road edge line of Tisza Lajos Boulevard up to the facade plane of the odd-numbered side buildings on Jósika Street, and at the cross streets (Bolyai János Street, Jósika Street) up to the line of the first drainage inlets (on the sidewalk, up to the building's corner segment). The affected plot numbers are: 3223, 3188, 3146, 3725/1, 3231, 3246. The bidder’s task includes examination of the curb line and cadastral property boundaries, with identification of any discrepancies. The expected technical content of the plans includes: - The design area affects a heritage environment; the New Synagogue of Szeged is located within the design area, and along the affected section of Hajnóczy Street there are numerous buildings classified as monuments /New Synagogue (registry number: 11306), old Synagogue (registry number: 2662), Balassa house (registry number: 2661)/. The design must comply with landscape and nature conservation as well as heritage protection requirements. - Geodetic measurement of the entire design area, coordination of sidewalk, bicycle path, and road levels, verification of curb heights. Inspection of existing traffic surfaces structures (pavements, markings, curbs, etc.), including conducting investigations/drilling. - Design of repair for the road pavement and/or base layer where needed (cracks, subsidence). - Traffic engineering pavement markings and traffic signs (KRESZ) must be indicated on the plans, taking into account provided data. - Drainage of the planned facilities must be ensured, in harmony with the existing drainage on adjacent surfaces. - The roadway and parking areas are to be designed with asphalt and/or clinker paving, and sidewalks with clinker paving. - New LED street lighting is required within the design area. The street lighting and street furniture design should take Gutenberg Street as a model. - Retention of rainwater on-site by directing runoff collected from surrounding pavements and roofs to green areas for storage. - Design of bicycle racks in the design area. - Regulation of public area projections such as front stairs, cellar entrances, cellar windows, and coal chutes, including level adjustment, reconstruction, and quality improvement. Survey of locations, size, condition, and purpose of these listed structures is required. Obsolete or removable items must be dealt with accordingly. Assessment and provision for pedestrian and vehicle access to all privately owned properties in the design area. - Site proposal required for 1 drinking fountain and 1 future outdoor art installation, including the design of utilities connections (drinking water, lighting, etc.). - Examination of the necessity to replace the entire tree row, considering cityscape aspects, tree aging, shallow and basement-level root proliferation, and cracked sidewalks. - As part of the horticultural/landscape architectural plan, a list of trees to be cut down must be prepared, indicating species and quantity. Design of plant replacement. Obtaining tree cutting permits. Preparation of tree cutting and replacement documentation. - During the design, adherence to standards MSZ 12042:2019 (Tree protection on construction sites) and MSZ 12172:2019 (Planting of ornamental trees and shrubs in public urban areas) is required to protect existing or planned trees within the construction area. - In case of tree row replacement, the possibility of placing a double tree row along a new route must be examined for the reasons above. - New tree planting must comply with applicable standards and maintenance regulations. - During utility coordination, special attention must be given to the conditions for protecting utilities concerning the trees to be planted, and design must reflect these requirements. - Design and connection of a video surveillance camera system to the existing network. - Economical design of an automatic irrigation system installation. - The types of drainage grates and manhole covers, as well as construction technology, must be coordinated with Szeged Environmental Management Nonprofit Ltd. and Szeged Waterworks Ltd. - Leveling and, if necessary, reconstruction of manholes and drainage grates within the design area and along the routes of new facilities must be planned. Pavement covers of required manholes should match (or harmonize with) the new facilities' pavement. - Examination of utilities and coordination with service providers (investigation and permitting of necessary relocations). Preparation of utility master plans based on acquired utility data is required. - In case there is no utility provider intention for utility development or reconstruction, this fact must be documented in writing with the providers. - Planning of necessary utility relocations and protections, and cooperation with the service providers' designers. - The permit plans must include a cost estimate; the execution plans must have a detailed budget according to the uniform sectoral item catalog - Road sector item catalog (KÁT) standard e-UT 01.02.11:2025/Q3 - with itemized costs (priced and unpriced forms). Prior to initiating the procurement procedure for construction, considering that the procurement’s estimated value is determined based on a budget no older than 12 months before the procurement start - if necessary, update the budget to the procurement start date, which will be binding; the winning bidder is responsible for reviewing the priced budget if applicable.
