The subject of the procurement is the acquisition of the contract for the supply of ITS systems for Public Transport – Zalău Municipality (purchase of products, including installation, connection works to telecommunications and electrical networks, technical-economic documentation phase P.T., obtaining A.C.) in accordance with the requirements of Specification no. 20897/ 12.03.2026. The general objective of the project/funding contract is to improve urban mobility and the safety of citizens in Zalău municipality through the use of ITS and ICT technologies regarding traffic management, public transport system, parking management system, video surveillance system for traffic and public space, and the new public information system. One of the pursued objectives is to reduce greenhouse gas emissions generated by transport by modernizing, optimizing, and prioritizing public transport. The products purchased and installed as a result of this project will be integrated with the already existing systems in Zalău municipality, as well as with other ongoing investments, namely: - Acquisition of electric buses (50 buses through 3 different financing contracts); - Modernization of the traffic management system in Zalău municipality; - Management system for alternative transport and integration of mobility systems at the level of Zalău municipality; - Integrated public transport management system in Zalău municipality. The acquisition of the ITS system for Public Transport that is the subject of this procurement will include: o 11 units of passenger information systems installed at bus stations, with hardware and software components (including ensuring power supply, connecting to the data communication network); o 20 units of passenger information systems installed in 20 electric buses; o 11 units of video monitoring systems installed in 11 bus stations, with hardware and software components (including ensuring power supply, connecting to the data communication network); o 20 units of video monitoring systems installed in 20 electric buses; o 1 video dispatching system installed at SC Transurbis SA dispatch; o 1 ITS system for prioritizing at intersections through the installation of 75 electronic devices – transponders in 75 buses. The works to ensure power supply (connection to the grid or alternative sources, with ensuring continuity in supply and operation 24 hours a day of the equipment) and communications, as well as the installation of supporting elements, where these do not exist (poles), including the technical-economic documentation for works related to DTAC, DTOE and PT and obtaining AC.

Note 1! The supplier will include in the financial proposal, the costs for transporting the documentation to verifiers by specialization and for picking them up after verification. The documentation will be handed over to the buyer in physical and electronic format, complete, verified by authorized verifiers (including Verification Reports). Project verifiers will be the subject of separate procurements, and their contact details will be communicated to the supplier by the contracting authority. The supplier undertakes to cooperate with the service provider(s) who will provide the quality technical verification services of the produced technical documentation, including technical documentation for obtaining the required agreements and approvals via CU, Technical Documentation for obtaining the Construction Permit and organizing execution and Technical Project and execution details. Note 2! For all software solutions related to the systems installed within the project according to Specification no. 20897/ 12.03.2026, the supplier will include in the financial proposal the costs for services to ensure cloud hardware resources (hosting services), for at least 5 years, as well as maintenance services, testing the equipment, and transferring programs to the location indicated by the buyer (local servers, government cloud, etc.) in a reasonable period from the date of implementation/commissioning. The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the award documentation is 20 days before the deadline for submitting offers. According to the provisions of art. 160 para. (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority establishes that the deadline in which it will respond to all requests for clarification/additional information is on the 11th day before the deadline for submission of offers. The response deadline for clarifications has been set so that economic operators have an adequate period to analyze the award documentation and subsequently to prepare offers based on the responses provided by the contracting authority.
