FairNetz GmbH is seeking professional planning services for the construction of a pump building that will support a large heat storage facility as part of the decarbonization project for Reutlingen district heating.

FairNetz GmbH is planning the construction of a wastewater heat pump and a large heat storage facility as part of the project for the decarbonization of Reutlingen district heating. To decouple heat generation and heat consumption temporally, a large heat storage facility with a storage volume of approximately 5,000 m³ will be constructed as an additional measure. This allows the generating plants (heat pump and combined heat and power units) to operate in a manner that is as power-optimized and market-price signal-oriented as possible. The technical equipment for the operation of the large heat storage (loading and unloading pumps, cushion steam system, pipelines, pressure maintenance system, electrical engineering, measurement and control technology, ventilation / air conditioning / heating and sanitary installations) will be housed in the pump building. However, this technical equipment is not part of this tender. The district heating connection line between the pump building of the large heat storage and the heat pump building will also be tendered separately. This tender exclusively covers the planning of the pump building for the large heat storage, including foundation work (excavation and disposal of soil and foundations) for the building itself, the large heat storage, and the required control storage. In the context of this tender, an office for object planning (service profile building and interiors) according to § 34 HOAI (basic services of phases 5 - 8 as well as certain special services) is to be sought.

Planning of Pump Building Heat Storage.
For the decarbonization of Reutlingen district heating, a transformation plan was created as part of the BEW funding program of the federal government, from which measures for the adaptation of the production structure were derived. The first measure will be the construction of a wastewater heat pump. The heat source for this will be wastewater from the West wastewater treatment plant in Reutlingen. To decouple heat generation and heat consumption temporally, a large heat storage facility with a storage volume of approximately 5,000 m³ will be constructed as an additional measure. This allows the generating plants (heat pump and combined heat and power units) to operate in a manner that is as power-optimized and market-price signal-oriented as possible. This tender exclusively covers the planning of the pump building for the large heat storage, including foundation work (excavation and disposal of soil and foundations) for the building itself, the large heat storage, and the required control storage. For the professional support of the planning phase, this tender seeks an office for object planning (service profile building and interiors) for the basic services of phases 5 to 8 as well as for certain special services. Subsequently, the construction services will be implemented by trades. FairNetz GmbH is a public contracting authority and therefore intends to tender and award the planning services for object planning according to the provisions of the Sectors Ordinance (SektVO). The procurement procedure will be conducted as a Europe-wide negotiation procedure with prior public participation competition according to § 13 Abs. 1 SektVO.
