The purpose of the contract is to carry out the feasibility studies necessary for the concrete implementation of measures identified by a preliminary study aimed at sustainably restoring the fish populations of the Scheldt following serious pollution in April 2020. For each of the lots of this contract, the services are organized in three phases: 1. Carrying out an in-depth inventory 2. Preparation of a preliminary draft 3. Definition of a detailed intervention program. Phase I will be an inventory of the situation in order to gather as much information as possible in order to acquire a perfect knowledge of the study area. The service provider will describe the current state of each spatial unit according to its natural, technical and anthropogenic context. This first phase will probably require the following services: collection of existing data, field surveys, meetings with managers, stakeholders and local residents, precise inventory of the situation before works. For the sites that will be selected during the first phase, the second phase will make it possible to specify and quantify the restoration potential per site, propose restoration alternatives in order to achieve the objectives, and develop and choose a restoration scenario in consultation with the successful bidder. A third phase will aim to deepen the selected scenario and draw up a detailed programme of interventions and costed management, detail the technical recommendations adapted to local situations, illustrate the methods of implementation of the works and management, establish the list of actions envisaged, and propose a financial estimate of the various operations to be carried out.
