Description:
Delivery of 20 new low-floor buses, 10 plug-in chargers, necessary workshop equipment, and training for staff, along with comprehensive documentation and manuals, all compliant with specified technical standards.

1. The subject of this order is:
1) the delivery of 20 units (basic order - guaranteed) of brand-new, low-floor, single-unit buses, manufactured no earlier than 6 months prior to the delivery date and previously unused, identical (same type, length, constructed in the same way, according to the same technical documentation, by the same manufacturer), possessing documents necessary for vehicle registration and up-to-date on the date of delivery of the given batch of vehicles, meeting the requirements specified in the Regulation of the Minister of Infrastructure of December 31, 2002, on the technical conditions of vehicles and the scope of their essential equipment (consolidated text Dz.U.2024, item 502, as amended), ready for operation, i.e., primarily adapted for the transport of people in urban communication, compliant with the description of the order subject regarding bus parameters specified in Annex 12A to the SWZ and with the description concerning onboard systems specified in Annex 12B to the SWZ;
2) the delivery of 10 units (basic order - guaranteed) of dual-position plug-in chargers with a telemetry system, compliant with the description of the order subject, specified in Annex 12C to the SWZ, including their installation, commissioning, and the procedure of acceptance by the Technical Supervision Office;
3) the delivery of workshop equipment (basic order - guaranteed) with a net value of PLN 300,000.00, including all necessary specialized tools for current repairs, technical services, and diagnostics (including necessary licenses and software in the case of IT systems for a period of 10 years) for the vehicles mentioned in point 1) above. The list of tools will be prepared in agreement with the Ordering Party after signing the contract, and the tools will be delivered no later than on the delivery day of the first bus;
4) training conducted by the Contractor for the Ordering Party's employees in the scope and according to the rules set out in §2 para. 2 of the contract draft (Annex 11 to the SWZ);
5) providing by the Contractor:
a) user and repair manuals for vehicles,
b) parts catalog for vehicles,
c) specifications of major assemblies, devices, and bus systems,
d) software specifications for devices or systems of operational equipment of buses,
e) software with licenses enabling free use of all bus functionalities,
in the form, quantities, and terms indicated in §2 para. 3 of the contract draft (Annex 11 to the SWZ);
6) delivery of, along with chargers:
a) Technical and Operational Documentation (DTR)/user manual containing information on: operation, maintenance, possible consumables, all documents required by the Technical Supervision Office for the acceptance of the charger,
b) CE Conformity Declaration,
c) Warranty Book/Card - 1 copy in paper version and 1 copy in electronic version for each charger (in the case of an invoice issuer who is not the Contractor - Contractor's statement or contract with the manufacturer confirming cooperation in the scope of sales and after-sales service of the manufacturer's products).
2. Detailed descriptions of the order subject are included in Annexes 12A, 12B, and 12C to the SWZ.
3. The Ordering Party reserves the right to accept methods, materials, devices, technologies, etc., equivalent to those presented in the description of the order subject, understood as produced by any manufacturers while maintaining identical or better technical parameters and user qualities, and fully compatible with the rest of the devices provided they meet the same technical properties and at the implementation stage obtain the approval of the Ordering Party. Decisions of the Ordering Party in this matter will be based on the requirements formulated in contract documents, as well as standards and guidelines. The parameters of the indicated standard determine the minimum technical, operational, usability, quality, and functional conditions that the order subject must meet. Indicated brands, manufacturer names, trademarks, patents, origin, sources, or special processes characterizing products - serve to determine the desired standard of performance and specify properties, technical requirements of the product, method, materials, devices, technologies, etc. assumed in the content of the order subject description.
4. The Ordering Party does not allow for the submission of partial offers - the Contractor must submit an offer covering the entire subject of the order.
5. The co-financing of the implementation of this order as part of the basic order is to be made from European Funds for Infrastructure, Climate, Environment 2020/2027 within the “FENX.03.01 Urban Transport” competition.
6. The order is to be co-financed from public funds as part of the basic order. The Ordering Party may cancel the procedure to award the order if the public funds that the Ordering Party intended to allocate for financing the whole or part of the order have not been granted to him (art. 257 Pzp.).
