RECRUITMENT OF A FIRM RESPONSIBLE FOR THE ENVIRONMENTAL AND SOCIAL AUDIT OF THE PRODIGY PROJECT



1. The Government of Madagascar has received financing from the International Development Association (IDA) to finance the Digital Governance and Identification Management System Project (PRODIGY), and intends to use part of the funding to make authorized payments under the contract relating to the «Recruitment of a firm responsible for the environmental and social audit of the PRODIGY project».



2. The objective of the assignment is to assess the compliance of activities carried out with the Environmental and Social Standards (ESS) and the Environmental and Social Framework (ESF) of the World Bank. The assignment also aims to evaluate the environmental and social management system of the Project as a whole, in accordance with the requirements of ESS1, particularly by examining its internal coherence, its level of operationalization, and the articulation between the various E&S instruments developed (ESMP, PMO, PMP, MGP, MGP VBG, DEE Framework).



3. The Project Coordination Unit (UCP) invites eligible firms to express their interest in carrying out the services described above. Firms may collaborate to strengthen their respective competencies.



4. The assignment will be awarded to a local or international consultant with the following qualifications:




  • Legally established and operational for at least ten (10) years;

  • Have at least seven (7) years of experience in the field of environmental and social audit, particularly in assessing the compliance of health projects with environmental and social standards, with a minimum of three (3) relevant references;

  • Have confirmed expertise in applying and mastering the environmental and social management frameworks of donors, including those of the World Bank, as well as current national regulations.



5. The Consultant will be selected according to the method of « Consultant Qualification-based Selection », in accordance with the World Bank procedures defined in the « Procurement Regulations for Borrowers Seeking Investment Project Financing (IPF), for Goods, Works, Non-consulting Services, and Consulting Services » of September 2023, fifth edition.

7. Interested firms must provide information demonstrating that they are capable of executing the services following the criteria defined in the Terms of Reference, and the documents in French as follows: i) Letter of expression of interest (maximum 2 pages); ii) Documents proving their legal existence (presentation of the firm/consortium: maximum 3 pages); iii) Description of general experiences, similar services, and any information deemed relevant to assess the quality of the firm (maximum 10 pages) with related justifications.



CVs of personnel are not requested at this stage.
