The tender concerns the procurement of an AI Mammography Solution for Region Southern Denmark and Region Midtjylland. This is an IT system.
As for Region Midtjylland, it is solely an option. Region Midtjylland can thus choose to utilize or refrain from utilizing the option to procure an AI Mammography Solution.
Due to an increased population and rising average age, there is a growing incidence of breast cancer in Denmark. A rise from approximately 4,800 cases in 2024 to about 5,310 cases of breast cancer in 2028 is expected. Early detection through breast cancer screening and treatment according to best practices is regarded as a crucial element in reducing breast cancer-related mortality and morbidity in women.
The breast cancer screening program in Region Southern Denmark performs approximately 70,000 screenings annually. Additionally, around 17,000 clinical mammography examinations are conducted each year. It is expected that about 10% of the clinical mammography examinations will be performed using tomosynthesis.
For Region Midtjylland, approximately 65,000 screenings and about 15,000 clinical mammography examinations are conducted annually.
Each screening examination consists of 4 X-ray images, 2 standard projections per breast. In cases of previous breast cancer and breast-conserving surgery, a 3rd projection is added.
Currently, each X-ray image is reviewed by two independent mammographers. If there is disagreement, the images are reviewed in a 3rd assessment. There is generally a rising demand for mammographic diagnostics. An increasing number of patients are being referred for investigation in packaged workflows for breast cancer due to a growth in the screening population and new investigation and treatment possibilities.
At the same time, alongside the growing need for mammography examinations, there is a nationwide challenge with a shortage of mammographers. Artificial intelligence (AI) solutions based on deep learning techniques have shown significant advances in recent years in medical image analysis, particularly regarding the detection of breast cancer in mammograms.
The offered AI solution will be implemented in the four hospital units of Region Southern Denmark (Odense University Hospital, Lillebælt Hospital, Sønderjylland Hospital, and Esbjerg/Grindsted Hospital) that perform mammography investigations.
The purpose of acquiring an AI Mammography Solution is thus
• to ensure that the national requirements for breast cancer screening can be maintained in the future, and
• to free up mammographer resources for other tasks related to breast cancer detection.
The solution must be capable of relieving the “1st reviewer” in the mammography screening program and providing decision support in clinical mammography.
If Region Midtjylland chooses to utilize the option, the solution in Region Midtjylland must be installed at the following hospital units: Aarhus University Hospital, Regionshospitalet Viborg, and Regionshospitalet Randers.
The tender encompasses the following sub-services:
• The AI solution itself
• Installation, setup, operation, and calibration of the system
• Training of radiologists, system management, and operational staff
• Maintenance and support of the AI solution
As part of the offered Contract, the following options are also tendered for the Contracting Authority:
• The possibility of using the AI solution in clinical mammography
• Support for tomosynthesis (3D) in mammography screening
• Purchase of additional screenings as per Appendices 3
For further details regarding options, please refer to the Draft Contract, section 8, and Appendices 2 and 3.
The contract, including the Requirements Specification according to Appendices 1, 2, and 8, contains a detailed description of the offered products.
The takeover test in Region Southern Denmark is expected to be approved in early October 2026.
