This call for tenders is part of the Departmental Energy Syndicates' (SDE) desire to offer concrete solutions to its members to assist them towards energy sobriety.
In light of current challenges related to climate change and the need to reduce energy costs, controlling energy consumption and developing renewable energy have become major issues for all local authorities.
The purpose of this framework agreement is to entrust a specialized provider, such as a study office, with the necessary support missions for local authorities to help them achieve the energy optimization of their assets.
To this end, the market is structured into three distinct services:
1) Project Owner Assistance - Building: Lot 1 (SDEEG), Lot 2 (SYDEC), Lot 3 (TE47)
2) Project Management - Building: Lot 4 (SDEEG), Lot 5 (SYDEC), Lot 6 (TE47)
3) Project Owner Assistance / Project Management - Thermal Installation: Lot 7 (SDEEG), Lot 8 (SYDEC), Lot 9 (TE47)

Project Owner Assistance - Building in the Gironde region (33).
This lot aims to provide the beneficiary local authorities in Gironde with tools that integrate a comprehensive approach, where both energy sobriety and efficiency are considered as full-fledged resources. It also takes into account the grey energy of materials and works as a key criterion. To assist local authorities at every stage of a new construction or rehabilitation project aimed at achieving high energy performance, the services of this lot are organized into four distinct components, which the local authority can call upon independently through subsequent contracts related to their needs. The order amount for the lot and each renewal is limited to 500,000.00 euros excluding VAT.

This lot concerns the Project Management (PM) mission for the construction, rehabilitation, extension, and demolition and reconstruction of buildings of local authorities in Gironde. The specifications of the Framework Agreement define the scope of the associated missions and serve as an essential reference document for the realization of the services. Upon awarding subsequent contracts, depending on the specific needs of the local authority, the holders will receive details of the specific characteristics and the scope of the relevant mission. Given the complexity of certain projects or the need to submit a building permit or a preliminary work declaration, it is imperative that the candidate study office be associated with an architect in co-contracting. During subsequent contracts, upon the emergence of the local authority's needs, the holders will have the specific details of the mission's particularities and its scope. The expected services for this lot will be divided into phases. One firm phase and one conditional phase divided into stages, each stage being subject to the Owner's decision for the continuation of the service and possibly being halted for reasons of general interest. The order amount for the lot and each renewal is limited to 1,500,000.00 euros excluding VAT.
