Energy modernization of healthcare infrastructure in the Lubusz Voivodeship (STAGE I), thermal modernization of the buildings of the Multi-Specialist Provincial Hospital in Gorzów Wielkopolski Ltd.
A detailed description of the subject of the contract is contained in the OPZ documentation (Functional and Utility Program (PFU) along with annexes) and the DRAFT CONTRACT - annexes to the Terms of Reference (ToR).

The description of the subject of the contract and the contract take into account:
1) Art. 100 of the Public Procurement Law (Pzp):
The contracting authority’s goal is to improve the comfort, safety, and accessibility of healthcare infrastructure for all users of the facility, particularly patients, medical staff, and persons with special needs, by implementing the investment in accordance with the principles of universal design and accessibility referred to above. The contract also aims to minimize the inconvenience of ongoing works for users of the facility and to reduce the risk of exposure of patients and staff to asbestos fibers.
Determination of expenditures to achieve the indicated effect: included in the scope of the PFU.
How the given social aspect is considered in the contract:
• Taking into account requirements regarding accessibility for persons with disabilities and designing for all users in accordance with article 100 of the Public Procurement Law,
• Applying solutions that improve the comfort of hospital patients and staff,
• Construction and modernization of accessibility elements, including ramps and communication means for persons with special needs,
• Conducting works in a way that minimizes inconvenience for patients and hospital staff,
• Applying solutions that limit the risk of asbestos fiber emission and the impact of the works on users’ health safety,
• Ensuring continuity of hospital departments’ operation during the investment,
• Requirement for the contractor or subcontractor to employ persons performing construction works under an employment relationship in accordance with the Labor Code regulations.
2) Art. 96 and art. 101 para. 1 of the Public Procurement Law:
The contracting authority aims to reduce the environmental impact of the investment by applying solutions that increase the energy efficiency of buildings, reduce energy and utilities consumption, and minimize emissions and energy losses during the investment’s entire life cycle.
Environmental aspects are included in the PFU through requirements concerning:
• Performing thermal modernization of buildings, including insulation of facades and flat roofs and replacement of window and door joinery,
• Use of insulating materials improving the energy parameters of building partitions,
• Use of renewable energy sources, including photovoltaic installation and energy storage,
• Implementation of an energy management system,
• Use of solutions recovering waste heat from medical waste incinerators and technological installations,
• Modernization of heating infrastructure to reduce heat losses,
• Application of solutions limiting asbestos fiber emission risk,
• Use of materials and technical solutions with increased durability and reduced operating costs.
Innovation will be achieved through the application of modern technical, technological, and installation solutions enabling operating cost optimization, increased energy efficiency, as well as automation and monitoring of technical infrastructure of facilities.
Innovative aspects are incorporated in the PFU by specifying requirements regarding:
• Application of an energy management system,
• Use of waste heat recovery installations,
• Use of an automatic cleaning system for the waste heat boiler,
• Use of monitoring, control systems, and measuring and control devices,
• Application of modern technological installations and building automation,
• Use of devices and solutions reducing energy losses and operating costs,
Application of solutions improving the energy efficiency of hospital infrastructure.
In case the description of the subject of the contract refers to standards, technical assessments, technical specifications, and systems of technical references mentioned in art. 101 para. 1 point 2 and para. 3 of the Public Procurement Law, the contracting authority allows equivalent solutions described therein, accompanied by the term "equivalent".

The contracting authority imposes the obligation on contractors to conduct a site visit at the planned construction work location.
Submission of an offer must be preceded by a site visit.
The contracting authority sets the dates for the site visit, which will take place on:
