The object of the contract is the supply, installation, and operation of a system for recording the conditions of the road network, traffic movement, as well as traffic violations, for the collection and visualization of data related to the conditions under which the vehicles of O.SY. M.A.E. operate.

The object of the contract is the supply, installation, and operation of a system for recording the conditions of the road network, traffic movement, as well as traffic violations, for the collection and visualization of data related to the conditions under which the vehicles of O.SY. M.A.E. operate. The duration of the contract is set for a period of twelve (12) months from the date of signing, with the right of unilateral extension of the contract following the opinion of the reception committee and with a decision of the decision-making body of the contracting authority, provided that the full installation has not been completed or the supply has not been completed and the budget has not been exhausted. The duration of the extension of the contract will correspond to a period that will be defined following a relevant decision of the decision-making body of O.SY. M.A.E. according to the needs of the contracting authority. After the conclusion of the contract, during the project implementation and before the expiration of the contract, the contracting authority may decide to exercise the right of option with an increase in the physical object of the project (as described herein) of up to forty percent (40%) of the contractual price of the initial contract. The estimated value of the contract (including the right of option) amounts to €1,260,000.00 excluding VAT 24% (estimated value including VAT: €1,562,400.00) and is broken down as follows: - Estimated value of this contract #€900,000.00# excluding VAT 24% (€1,116,000.00 including VAT) and - Estimated value of the right of option for increasing the physical object #€360,000.00# excluding VAT 24% (€446,400.00 including VAT). Submission of bids for part of the object is not allowed. Bids are submitted exclusively and only for the entirety of the project, as described in this announcement. This contract is not divided into sections and is awarded as a single entity for the following reasons: The physical object is unified and indivisible and the project must be made operational in its entirety. The functional and technical correspondence and interdependence between the individual components of the project necessitate its assignment to a single contractor, in order to ensure: - compatibility between the subsystems (equipment, software, platform), - uninterrupted operation of the system as an integrated information tool, - unified responsibility during the installation, completion, and support of the project, - effective pilot operation and training of personnel in a unified environment, - avoidance of delays or incompatibilities that could arise from multiple providers. Division into sections would jeopardize the coherence, implementation quality, and interoperability of the system, undermining the goals and expected benefits of the project. The contract will be awarded based on the criterion of the most economically advantageous offer, based on the best quality-price ratio. A detailed description of the physical and financial object of the contract is provided in ANNEX I of this announcement. No alternative bids are allowed. In the event that only one (1) acceptable bid is submitted, a negotiation/improvement process of the financial offer will follow through the System (ESHDIS) upon Invitation to the economic operator. In the case of no improvement of the financial offer, the contracting authority reserves the right to cancel the contracting process for the specific item, provided that, at its absolute discretion, it deems that sufficient competition has not been ensured. The aforementioned negotiation process will be carried out by the evaluation committee of the competition and its result will be included in the award decision.
